IT Operations Manager (Bilingual)

About The Role

We are seeking an experienced Bilingual IT Infrastructure Lead / IT Project Manager to lead enterprise IT support operations and infrastructure projects in a multinational environment. This role combines technical leadership, project management, and stakeholder engagement while supporting large-scale IT initiatives and mentoring technical teams.

Responsibilities

Lead and manage a team of 5-10 IT professionals.
Act as the primary liaison between local operations and overseas IT management.
Plan and deliver enterprise IT projects, including Windows migration and infrastructure deployment for over 1,000 users.
Manage project scope, timelines, resources, and vendor coordination.
Provide L2 technical leadership and support for complex incidents.
Develop and standardize IT support processes and operational procedures.
Support enterprise desktop environments, mobile devices, and specialized hardware.
Identify and mitigate project risks while ensuring business continuity.
Collaborate with business and technical stakeholders to achieve project objectives.

Requirements

Proven experience in L2 IT Support and IT Project Management.
Experience delivering enterprise IT projects supporting 1,000+ users.
Experience leading teams of 5-10 members.
Strong leadership, stakeholder management, and communication skills.
Advanced knowledge of Windows enterprise environments.
Experience with enterprise deployment tools and endpoint management.
Experience supporting mobile and scanning devices.
Native or fluent Japanese.
Business-level English.

Preferred Qualifications

Experience working in multinational organizations.
ITIL, PMP, Microsoft, or equivalent certifications.
Strong mentoring and people management skills.
Experience improving IT operations and service delivery.

Working Hours

9:00 AM - 6:00 PM (8 hours/day)
On-call support and regional travel may be required.
Average overtime: approximately 7 hours per month.
