Description

Join Our Mission to Foster Prosperity in Asia

Are you ready to make a difference in the future of Asia and be a catalyst for positive change? We are thrilled to offer a unique opportunity to become an important part of the prestigious Asian Development Bank (ADB). At ADB, our mission is simple yet powerful: to alleviate poverty and promote sustainable development in the Asia-Pacific region.

Organizational Setting and Reporting Relationship

The position of Knowledge and Partnership Specialist is assigned to the ASEAN Power Grid and Special Funds Unit (APGU) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Head, APGU and/or international staff and may oversee junior team members.

Your Role

As a Knowledge and Partnership Specialist, you will be APGU's strategic and operational lead for knowledge, capacity building, and communications, with a particular focus on the ASEAN Catalytic Green Finance Facility (ACGF) and ASEAN Infrastructure Fund (AIF). You will translate complex technical work into actionable insights, strengthening visibility and stakeholder engagement, and delivering results through collaboration with internal and external partners. You will work with colleagues in the Department of Communication and Knowledge Management (DOCK).

You will:

Knowledge Production and Strategic Content

  • Lead the design and production of high-impact knowledge content, including regional publications, issue briefs, case studies, and impact stories drawn from TA operations, pipelines, and projects.
  • Manage the end-to-end knowledge lifecycle, from concept development through quality review and dissemination, ensuring outputs meet ADB standards for quality, institutional relevance, and partner visibility.
  • Manage subject matter experts contributing to APGU outputs and guide editorial development following ADB requirements and SERD priorities.
  • Translate knowledge outputs into usable insights for project teams, client dialogue, and donor engagement, and identify opportunities to integrate learning into country programs, project development, and policy dialogue.
  • Lead or co-lead annual reporting on knowledge operations to ACGF and AIF partners and contribute to corporate reporting on public–private partnership, guarantee, and blended finance instruments.

Capacity Building and Event Management

  • Lead the design and delivery of ACGF capacity-building programs, including ASEAN Twinning Programs, Innovative Finance Clinics, study tours, and policy dialogues.
  • Oversee full-cycle event delivery, covering concept and agenda design, speaker coordination, logistics, communications, documentation, and follow-up, including post-event knowledge products and visibility outputs.
  • Support the AIF Secretariat in planning and delivering AIF Board meetings and institutional events.

Stakeholder Engagement and Visibility

  • Be APGU's focal point for knowledge, capacity building, and communications engagement with DMC clients, development partners, and ADB units.
  • Build and maintain strategic partnerships with knowledge institutions and regional networks.

Communications Strategy and Execution

  • In coordination with DOCK, lead the development and implementation of integrated communications strategies for APGU, ACGF, and AIF—spanning brand, editorial, digital, and media outreach—to expand ADB's thought leadership in green finance.
  • Oversee the production and dissemination of multimedia content across social media, ADB-managed platforms such as the AIF website, newsletters, and internal channels.
  • Manage consultants, firms, and agencies producing videos, blogs, infographics, and feature stories.
  • Ensure consistent ACGF partner visibility across all outputs, in line with fund agreements and brand protocols and ADB communications policies and processes.

Other duties

  • In coordination with DOCK, promote best practice in knowledge management in accordance with ADB knowledge management policies and protocols.
  • Provide inputs to APGU planning, reporting, and management briefings.
  • Perform other duties as assigned and reflected in the incumbent's workplan.

Qualifications

You will need:

  • A University degree in international management, communications, development finance, economics, public policy, and international political economy or a related field; preferably at post-graduate level or its equivalent.
  • At least 6 years of relevant work experience, including in the areas of knowledge and capacity building, development finance, program management, or sustainability; strong experience in strategic planning and communication. Experience in energy-related fields will be considered favorably.
  • Proven experience in managing cross-functional teams, high-level stakeholder engagement, and complex program delivery.
  • Experience working with multilateral development banks or international financial institutions, and exposure to ASEAN or cross-border infrastructure projects.
  • Ability to grasp knowledge of ADB operations, products, and private sector development processes.
  • Written and verbal proficiency in English.
  • Please refer to the link for ADB Competency Framework for TI1.

Benefits

ADB offers a rewarding salary and a comprehensive benefits package. The salary will be based on ADB's standards and comparator markets, taking into account your qualifications and experience.

  • Housing and education allowance (if applicable)
  • Expatriate benefits (if applicable)
  • Relocation (if applicable)
  • Retirement plan
  • Medical and health benefits
  • Paid leave (including parental)
  • Life and other insurance plans
  • Staff development
