Project Overview: Bechtel’s Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world. Job Summary: Supports and executes field Labor Relations activities for Micron FAB20, helping maintain a safe, productive, stable, and collaborative union construction environment. The Field Representative serves as a primary day-to-day Labor Relations presence in the field, partnering with Construction, union leadership, subcontractors, Human Resources, Legal, and project management. The role interprets and administers applicable labor agreements and project work rules, supports craft staffing and workforce planning, addresses grievances and jurisdictional matters, and identifies emerging labor issues before they affect safety, productivity, schedule, or workforce continuity. #LI-SM2 Major Responsibilities: Provides visible, responsive Labor Relations support in the field and serves as a resource to superintendents, general foremen, foremen, and craft professionals.Interprets and administers the Project Labor Agreement (PLA), applicable collective bargaining agreements, local agreements, project procedures, and Jobsite Work Rules. Identifies current and emerging labor issues and recommends practical preventive or corrective actions to reduce the risk of work disruptions, manpower shortages, schedule impacts, or inconsistent labor practices. Supports craft workforce planning, union referrals, recruitment, onboarding, mobilization, retention, transfers, layoffs, and demobilization in coordination with Construction and local union halls. Monitors craft staffing levels and labor availability and communicates workforce risks, hiring needs, and recruiting priorities to project leadership. Develops productive relationships with local union leadership and works collaboratively on staffing, training, apprenticeship, workforce readiness, and project-specific labor needs. Supports pre-job conferences, craft meetings, steward meetings, labor-management meetings, workforce planning meetings, and other project Labor Relations forums. Reviews and supports jurisdictional work assignments using applicable agreements, established area practice, project precedents, and the nature of the work, tools, materials, and equipment involved. Conducts or supports grievance meetings and assists in resolving disputes at the lowest practical level in accordance with applicable agreement procedures. Provides guidance to field leadership on consistent work-rule administration, documentation, coaching, corrective action, attendance, and other craft employee relations matters. Conducts fact-finding and supports workplace investigations involving craft employees, including collection and organization of statements, records, timelines, and other relevant documentation. Additional Major Responsibilities Partners with Legal and HR/ER on labor disputes, claims, investigations, regulatory matters, and other issues requiring coordinated project response. Tracks labor trends, grievances, jurisdictional matters, workforce concerns, and recurring field issues; develops reports, action items, and recommendations for project leadership. Supports project training for craft employees and supervisors on labor agreements, work rules, grievance handling, jurisdiction, documentation expectations, respectful workplace requirements, and other Labor Relations topics. Maintains awareness of applicable federal, New York State, and local labor and employment requirements affecting union construction employees and elevates potential compliance concerns. Supports implementation of project safety, security, quality, productivity, and workforce expectations as they relate to craft personnel. Represents Bechtel professionally in interactions with unions, Building Trades organizations, contractor associations, apprenticeship programs, customers, and other external stakeholders as assigned. Performs other Labor Relations duties consistent with project needs and delegated authority. Maintain a strong field presence and develop trusted working relationships with Construction supervision and local union leadership. Support project workforce readiness by coordinating closely with local union halls on recruiting, apprenticeship, training, and forecasted manpower needs. Promote consistent application of the PLA, collective bargaining agreements, jurisdictional assignments, and Jobsite Work Rules across Bechtel and subcontractor workforces. Use data, field observations, and regular union engagement to identify workforce constraints early and develop practical mitigation plans. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience Required Knowledge and Skills: Working knowledge of construction Labor Relations, collective bargaining agreements, Project Labor Agreements, grievance procedures, union referral practices, jurisdictional assignments, and building trades structures. Understanding of labor-management relations and the ability to build credibility with both field leadership and union representatives. Knowledge of labor and employment law applicable to union construction workforces, including wage and hour, discrimination, harassment, retaliation, protected activity, and employee relations requirements. Ability to evaluate facts, identify risk, exercise sound judgment, and recommend practical field solutions in a fast-paced construction environment. Strong written and verbal communication skills, including the ability to prepare clear documentation, meeting notes, issue summaries, correspondence, and management recommendations. Ability to conduct difficult conversations professionally, de-escalate conflict, and maintain neutrality and confidentiality when handling sensitive matters. Strong organizational skills with the ability to manage multiple active labor issues, deadlines, meetings, and field priorities. Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Teams, and project reporting or workforce systems. Ability and willingness to spend significant time in active construction areas and adjust work hours as required byproject operations. Demonstrates working knowledge of core Labor Relations activities, including pre-job conferences, craft recruitment, union referrals, grievances, jurisdiction, workforce planning, and field issue resolution. Can independently conduct routine meetings with union representatives, Building Trades representatives, field supervision, and subcontractors regarding assigned project matters. Can support or conduct craft jurisdiction reviews, project mark-up meetings, grievance meetings, labor surveys, and Labor Relations action planning. Capable of managing assigned Labor Relations activities or workstreams with appropriate management guidance.
