The project
A major utility is relocating coal ash from four closed ponds into a new lined landfill near Milledgeville, Georgia.
What you'd own
Construction quality. You write the Quality Control Plan and you run it. Density and moisture testing, lift thickness, the firm-and-unyielding call. Composite liner inspection and repair documentation. Certified welder qualifications and weld mapping for any onsite welding. You direct the surveying subcontractor and verify what comes back — monthly topographic submittals, the mapping that separates marketable ash from non-marketable, and the sampling grid. You also work alongside the owner’s independent quality assurance consultant, whose testing does not substitute for yours.
Erosion, sediment and stormwater. You are the certified inspector on the site’s construction stormwater permit. Inspections and sampling on the permit schedule, plus within 24 hours of any rainfall over an inch. Best management practices installed and maintained to the Georgia manual. Input into the site’s stormwater pollution prevention plan.
What we're looking for
- 7+ years in construction quality on heavy civil, geosynthetics or landfill work, 3+ as a quality manager.
- Direct experience with composite liner and leachate collection systems — geomembrane, geotextile, drainage stone, filter sand, and how each of them fails.
- GSWCC Level II certification in hand at hire. This one we can’t defer; it’s a contract requirement from day one.
- Construction quality management training (CQM-C or equivalent).
- OSHA 30.
- You can write a Quality Control Plan and defend it to an owner’s engineer without getting defensive.
Helpful, not required
- Geosynthetics CQA experience or certification.
- Nuclear density gauge certification.
- Previous work with a major geotechnical engineer of record.
