Regional Transportation Safety & Compliance Manager – Southeast Florida | Waste Pro Relocation Assistance Available for Qualified Candidates Lead Safety Where It Matters Most — In the Field Waste Pro is seeking an experienced Regional Compliance Manager to lead transportation safety, regulatory compliance, accident prevention, and workplace injury initiatives across our Southeast Florida operations, West Palm Beach, Florida. This is a hands-on regional leadership position for a safety professional who understands the day-to-day realities of commercial fleet, hauling, transportation, and field operations. The ideal candidate brings strong working knowledge of commercial motor vehicle safety, DOT/FMCSA regulations, applicable CFR requirements, OSHA General Industry standards and recordkeeping, accident investigation, root-cause analysis, workers' compensation injury reporting, and driver safety and compliance. Just as important, you must be able to take complex regulatory requirements and turn them into practical expectations that supervisors, managers, drivers, helpers, technicians, and other frontline employees can understand and apply. You will work closely with Regional and Division Leadership, Operations, Fleet Maintenance, Human Resources, Corporate Safety, supervisors, drivers, helpers, and technicians throughout Southeast Florida. You will be expected to spend time in the field, evaluate operating practices, investigate accidents and injuries, identify trends and root causes, coach and educate leaders, strengthen accountability, and develop practical solutions that improve both employee safety and fleet performance. What You'll Do You will oversee and support safety and compliance programs across multiple locations and operating environments, including hauling facilities, equipment yards, maintenance facilities, landfills, recycling centers, transfer stations, residential and commercial collection operations, and Balers & Compactors operations. Transportation & Fleet Safety Lead regional commercial fleet safety, driver safety, accident prevention, and regulatory compliance initiatives. Manage DOT compliance, including Hours of Service (HOS), vehicle weight requirements, DOT accident logs, roadside citations, and post-accident documentation. Apply working knowledge of DOT/FMCSA regulations to real-world driver and commercial vehicle safety situations. Understand and appropriately apply applicable DOT drug and alcohol testing requirements, including post-accident and reasonable-suspicion testing criteria. Review onboard camera footage, telematics, GPS, road observations, driver behavior, and other available safety information to identify unsafe trends and coaching opportunities. Analyze accident frequency and driver-safety trends and develop strategies to reduce preventable accidents. Accident & Root-Cause Investigation Respond to and investigate commercial vehicle accidents, workplace injuries, property damage, and other significant safety events. Conduct thorough investigations using driver and witness statements, photographs, police reports, onboard camera footage, telematics, vehicle information, maintenance records, and other available evidence. Conduct and support preventability determinations and root-cause investigations to identify not simply what happened, but why it happened. Identify contributing factors and develop meaningful corrective and preventive actions designed to prevent recurrence. Identify operational hazards and recommend practical corrective and preventive measures. Participate in weekly accident review calls and semi-annual claims reviews. Assist with gathering and preparing documentation and evidence for hearings, lawsuits, claims, subrogation matters, and insurance investigations. Workers' Compensation & Injury Management Serve as the primary regional safety contact for Division Managers and operational leaders when a workplace injury or workers’ compensation incident occurs. Provide immediate guidance on the appropriate response, required reporting, documentation, injury-management procedures, and next steps. Partner closely with Human Resources and Corporate Safety throughout the workers’ compensation process, including injury reporting, claims management, risk management, loss prevention, medical management, business continuity, and Drug-Free Workplace compliance. Help ensure workplace injuries, workers’ compensation events, accidents, and other safety incidents are reported accurately, completely, and within required timeframes. Guide and educate supervisors and managers on what to do when an employee is injured, including when and how to report the event, what information must be collected, appropriate incident documentation, and when additional escalation is required. Work directly with managers following an injury to gather facts, review circumstances surrounding the event, identify potential contributing factors, and help ensure appropriate follow-up actions are completed. Coordinate with Human Resources and other appropriate partners regarding medical treatment, work status, restrictions, transitional or modified-duty considerations, claim developments, and return-to-work issues, while maintaining appropriate roles and confidentiality. Analyze workers’ compensation claims, employee injuries, accident data, risk/loss information, and recurring trends to identify areas of concern and opportunities to reduce injuries and claim exposure. Develop, recommend, and monitor corrective-action and risk-mitigation strategies designed to address root causes, improve operational practices, strengthen accountability, and prevent similar injuries from occurring again. Train and coach supervisors and managers to understand their responsibilities in the workers’ compensation and injury-reporting process and are prepared to respond appropriately when an incident occurs. OSHA, Environmental & Regulatory Compliance Ensure compliance with applicable OSHA, DOT/FMCSA, EPA, NIOSH, workers' compensation, traffic safety, and other federal, state, and local requirements. Manage facility inspection programs and regulatory safety assessments. Oversee regional environmental compliance programs. Manage OSHA training completion, documentation, and required safety records. Prepare and maintain OSHA 300 logs and ensure required annual posting and corporate reporting. Maintain required safety, DOT, environmental, and regulatory files and records. Manage vendor and contractor compliance, including annual Certificates of Insurance (COIs). Manage subrogation files and regional accountability tracking. Stay current on changes to federal, state, and local safety and environmental regulations and industry best practices. Field Safety, Training & Leadership Promote a strong culture of safety, accountability, and environmental stewardship throughout the Southeast Florida Region. Conduct and oversee safety audits and inspections of facilities, field operations, equipment, vehicles, and processes. Maintain a visible presence in the field and regularly engage with drivers, helpers, technicians, supervisors, and managers. Track required safety training, including Hazard Communication, driver safety, fall protection, machine guarding, hearing conservation, confined space, lockout/tagout, and personal protective equipment. Develop and implement effective safety communications using multiple communication methods. Coach and educate operational leaders on safety expectations, regulatory requirements, accident prevention, and accountability. Partner with Corporate Safety leadership to establish annual safety and compliance goals, measurements, objectives, and action plans. Complete quarterly Regional Safety Reviews and present findings, trends, and recommendations to the Regional Vice President and management team. Meet regularly with Regional Safety and operational leadership. Represent Waste Pro in appropriate community and industry safety groups and programs. What We're Looking For We are looking for an experienced safety professional who can interpret regulations, make sound decisions, investigate serious incidents, identify root causes, educate others, and influence operational behavior. Relevant safety experience within the waste management, environmental services, refuse hauling, trucking, or heavy commercial fleet industry strongly preferred. Demonstrated ability to influence, coach, educate, motivate, and hold teams accountable for safety and compliance. Strong working knowledge of federal and state safety regulations and standards, including OSHA, DOT/FMCSA, NIOSH, NFPA, and ANSI. Demonstrated understanding of commercial motor vehicle and driver safety requirements. Experience investigating workplace incidents, employee injuries, commercial vehicle accidents, property damage, and other safety-related events. Experience with root-cause investigation, preventability analysis, and corrective-action development. Working knowledge of applicable DOT drug and alcohol testing regulations, including post-accident and reasonable-suspicion requirements. Ability to translate complex safety, DOT/FMCSA, OSHA, and regulatory requirements into clear, practical guidance that Supervisors, Managers, and frontline employees can understand and consistently apply in day-to-day operations. Experience educating, coaching, and guiding Supervisors and Managers on safety expectations, accident and injury reporting, regulatory requirements, corrective actions, and their role in maintaining a strong safety culture. Experience recognizing and evaluating operational hazards and recommending appropriate controls. Ability to read and interpret operational and safety-related reports, including vehicle condition reports. Safety certification or specialized training such as CSP, OSHA 10, OSHA 511, HAZWOPER, or similar credentials is preferred. Strong project-management, organizational, analytical, investigative, and problem-solving skills, with the ability to manage multiple safety initiatives, investigations, corrective actions, and compliance priorities across the Region. Ability to work independently while collaborating across Operations, Human Resources, Fleet Maintenance, Safety, Risk Management, and corporate leadership. Strong Microsoft Office and Outlook skills. Travel & Driving Requirements This position requires approximately 60% travel throughout Waste Pro’s Southeast Florida Region to support division operations, conduct field observations, investigate accidents and injuries, provide training, and work directly with managers and frontline teams. Must possess and maintain a valid driver’s license and an acceptable driving record. Must be able and willing to travel regularly between Waste Pro locations and other work sites as business needs require. Occasional travel outside the Southeast Florida Region may be required for meetings, training, or other business needs. Education Bachelor’s degree in safety, Occupational Health, Environmental Services, Occupational Safety/Engineering, or a related field, or an equivalent combination of education and relevant experience. Demonstrated experience supporting commercial vehicle operations, professional drivers, heavy equipment, maintenance facilities, and frontline field employees. Experience reading, interpreting, and applying federal, state, and local safety regulations to real-world operational situations. Experience maintaining accurate safety, DOT, OSHA, environmental, and compliance records. Demonstrated experience investigating commercial vehicle accidents, workplace incidents, employee injuries, property damage, and other safety-related events. Experience identifying operational hazards, determining root causes, and developing practical corrective and preventive actions. Experience using accident data, Collision Frequency Rate (CFR), safety trends, and other performance indicators to identify risk and improve safety results. Experience educating and coaching supervisors, managers, and frontline employees on safety expectations, accident reporting, workers' compensation injury reporting, and regulatory requirements. QUALIFICATIONS: * BA/BS Degree in Safety, Health, Environmental Services, Occupational Safety/Engineering or other related field (equivalent combination of education and experience). * Requires 8+ years of progressive hands-on Occupational Health, Safety, Business Continuity Planning and Loss-Control. * 5-7 years of domain experience within the Waste Management/Environmental Services industry. * Holds one of the following specialty certifications (e.g. CSP, OSHA10, OSHA500, HAZWOPER). * Subject matter expertise with state/federal regulations and associated standards (i.e. OSHA, DOT, NIOSH, NFPA, ANSI). * Must have 5 years' experience in keeping detailed and accurate records in a safety environment. * Must have 5 years' experience in reading and interpreting federal, state and local safety regulations. * Experience recognizing, evaluating, and recommending controls for operational hazards as well as work related injury and illness. * Solid project management, oral and written communication skills. * High degree of autonomy, yet team oriented with ability to work cross-functionally within a matrix organization. * Strong interpersonal skills with demonstrated ability to lead, motivate, and foster a compliant safety-first culture. * Ability to manage dynamic situations requiring a well-developed sense of meeting tactical priorities. * Excellent personal computer skills in a network environment; Microsoft Office, Outlook. * Strong planning/organizational, time management and problem-solving skills. * Travel 60% travel; must be available for 24/7 emergency calls * Will need to function in diversity of settings that include facilities, equipment yards, landfills, recycling centers, and transfer stations, residential and commercial areas. * Able to climb in and out of equipment. * Valid Driver's License * Can read and interpret a variety of simple to complex reports (e.g. Vehicle Condition Reports) for clarification of problems and implementation of preventive mitigation techniques.
