The Senior Project Manager is responsible for leading the planning, execution, and delivery of complex projects and interrelated programs from initiation through completion and transition to operations. This position provides strategic and operational leadership to cross-functional teams, manages client and subcontractor relationships, and ensures projects are delivered on schedule, within budget, and in accordance with contractual, regulatory, and organizational requirements.

The Senior Project Manager serves as a primary client-facing representative and works closely with senior leadership, program teams, customers, vendors, and subcontractors to achieve project objectives, manage risk, resolve issues, and identify opportunities for continued program growth.

Position is located in Okinawa, Japan. Relocation assistance, within specific maximums, is provided.

Essential Duties And Responsibilities

Project & Program Management

  • Lead the planning, execution, monitoring, and closeout of complex projects and interrelated initiatives.
  • Establish project objectives, priorities, schedules, milestones, deliverables, and performance measures.
  • Translate client requirements and contractual obligations into actionable project plans and operational strategies.
  • Manage project scope, requirements, schedules, resources, dependencies, and change control.
  • Monitor project performance and provide regular status reports, briefings, and recommendations to clients and senior management.
  • Facilitate project reviews, stakeholder meetings, and executive-level briefings.

Budget, Resource & Risk Management

  • Develop and manage project budgets, cost estimates, staffing plans, resource requirements, and schedules.
  • Monitor project financial performance and identify variances, risks, and corrective actions.
  • Identify, assess, and mitigate project, operational, technical, contractual, and schedule risks.
  • Determine and implement appropriate contingency and recovery plans.
  • Coordinate the selection and management of subcontractors, vendors, and other external resources.

Client & Stakeholder Management

  • Serve as a primary point of contact for clients and key stakeholders.
  • Build and maintain effective relationships with customers, vendors, subcontractors, and internal leadership.
  • Facilitate communication across project teams and ensure timely and accurate exchange of information.
  • Understand client priorities and long-term objectives and align project execution accordingly.
  • Provide project management guidance, training, and mentoring to customers, vendors, and project team members.

Team Leadership

  • Lead and coordinate cross-functional teams to achieve project objectives and contractual commitments.
  • Assign responsibilities and coordinate resources to meet established schedules and deliverables.
  • Coach, mentor, and support project team members in achieving performance and project goals.
  • Promote collaboration, accountability, continuous improvement, and effective problem resolution.
  • Lead teams in identifying and resolving technical, operational, and resource-related issues.

Contract & Business Development Support

  • Support senior management with proposals, bids, statements of work, contracts, pricing, estimates, staffing plans, and project schedules.
  • Identify and develop opportunities for additional services, contract growth, and program expansion.
  • Ensure project execution remains consistent with contractual requirements and applicable laws, regulations, policies, and standards.

Performance & Process Improvement

  • Establish and monitor key performance indicators (KPIs), project metrics, and reporting mechanisms.
  • Identify opportunities to improve project management processes, tools, systems, and workflows.
  • Evaluate and implement automated project management and reporting systems as appropriate.
  • Maintain awareness of emerging technologies, industry standards, project management methodologies, and best practices.
  • Recommend process improvements and strategies to increase efficiency, quality, and project performance.

Required Qualifications

  • Bachelor’s degree from an accredited institution in Project Management, Business Administration, Management, Engineering, Information Technology, Computer Science, Operations Management, or a related field.
  • PMP (Project Management Professional) certification required.
  • CompTIA Security+ certification required.
  • Active Secret security clearance required.
  • Minimum 8 years of progressive project management experience, preferably supporting government, defense, or federal contracts.
  • Demonstrated experience managing complex, multi-disciplinary projects and cross-functional teams.
  • Experience managing project budgets, schedules, staffing, subcontractors, risks, and deliverables.
  • Strong knowledge of project management principles, methodologies, and best practices.
  • Experience working directly with government or commercial clients and senior stakeholders.
  • Strong written, verbal, presentation, organizational, analytical, and problem-solving skills.

  • Project Management Professional (PMP)
  • CompTIA Security+
  • Active Secret security clearance

The anticipated salary range for this role is $100,000 to $130,000 annually. The anticipated salary range for this position is provided in accordance with applicable pay transparency laws. The final starting salary will be determined based on a variety of job-related factors, including the selected candidate's qualifications, skills, relevant experience, education, certifications, and work location (where applicable), as well as internal equity and market considerations.
