Senior / Proposals Engineer - Dubai based - Oil and Gas - Electrical, Instrumentation and Controls experience

RIG (Recruitment International Group ) is working with one its Oil and gas Clients.

The client is seeking a Proposals Engineer to prepare accurate, competitive technical and commercial proposals for electrical, instrumentation and controls projects. The role involves reviewing tender requirements, developing cost estimates and coordinating with engineering, procurement and project teams to deliver complete bids within submission deadlines.

Key Responsibilities

• Review RFQs, ITTs, specifications, drawings and contractual requirements to establish project scope and identify submission requirements.
• Prepare technical and commercial proposals for electrical, instrumentation, automation and control systems packages.
• Develop detailed cost estimates covering equipment, materials, engineering, labour, installation, testing, commissioning and subcontracted services.
• Review electrical single-line diagrams, P&IDs, instrument indexes, equipment schedules and control system architectures to establish quantities and pricing requirements.
• Prepare and issue supplier and subcontractor enquiries, evaluate quotations and resolve technical and commercial queries.
• Coordinate with engineering and project delivery teams to validate technical solutions, resource requirements and execution schedules.
• Identify scope gaps, exclusions, assumptions, commercial risks and opportunities for value engineering.
• Prepare tender clarifications, compliance matrices, pricing schedules and supporting bid documentation.
• Support bid reviews, client clarification meetings and commercial negotiations.
• Maintain proposal records, supplier pricing and estimating databases.
• Coordinate the handover of awarded projects, communicating scope, pricing assumptions, commitments and key risks to the delivery team.

Candidate Requirements

• Bachelor’s degree in Electrical Engineering, Instrumentation & Control Engineering or a related discipline.
• Ideally 3–5 years of relevant experience in proposals, estimation or tendering for electrical, instrumentation and controls projects.
• Experience with an engineering contractor, EPC contractor, systems integrator or specialist E&I company.
• Working knowledge of electrical distribution, instrumentation, PLC, SCADA and DCS systems.
• Ability to interpret engineering drawings, technical specifications, bills of quantities and tender documentation.
• Strong understanding of equipment pricing, engineering hours, installation costs and subcontractor evaluation.
• Strong Excel skills and experience preparing structured cost estimates and bid submissions.
• Excellent written English, attention to detail and coordination skills.
• Ability to manage multiple tenders and meet demanding deadlines.

Salary budget: 15,000 - 20,000 AED per month + medical + visa + flights
