Job Summary: Reporting to the Regional HR Manager, the Talent Acquisition Manager provides strategic leadership and oversight of the Talent Acquisition function, ensuring recruitment objectives and staffing targets are achieved across the region. This role leads and develops a Talent Acquisition team, driving effective sourcing, recruiting, and workforce planning strategies aligned with business needs. The successful candidate will build strong partnerships with Senior HR Business Partners, hiring managers, universities, and professional organizations to understand current and future talent requirements. The role is responsible for leveraging recruitment metrics and market insights to evaluate performance, identify trends, and implement sourcing strategies that attract top talent and support Bechtel's business goals. Major Responsibilities: Partner with Hiring Managers, business stakeholders, and leadership to define talent acquisition needs and develop long-term, strategic talent acquisition plans for a specified business area Achieving full lifecycle recruitment of executive roles, including sourcing, pre-screening, interviewing, and extension of offers. Providing oversight and guidance on statutory requirements for staffing/recruitment within the region. Supporting hiring managers by ensuring job descriptions are ready for posting, interview plans are determined, and candidate feedback is managed quickly and efficiently. Lead a team of recruiters in the execution and delivery of established talent acquisition plans including defining recruiting strategy, allocating work, securing tools/resources, monitoring progress, providing guidance, developing performance, removing road blocks, and escalating issues to business leadership Hold regular team meetings and recruiter 1:1’s and consistently engage with HR Business Partners and clients for business continuity and planning Create and execute innovative and cost-effective talent sourcing strategies Serve as a trusted business advisor and recognized expert in all areas of recruiting and talent acquisition including sourcing strategies, hiring trends, diversity, candidate attraction, interview best practices, etc. Establish a deep rapport with HR Business Partners and HR Centers of Excellence to provide a unified and robust talent approach to the business Identify areas for recruiting process improvement and efficiency Develop, implement and monitor metrics to assess the overall effectiveness of initiatives and programs to support the organization’s talent acquisition goals and objectives Education and Experience Requirements: Bachelor’s Degree in Business, Marketing, Human Resources, Organizational Development or a related field 10+ years of professional experience in human resources, recruiting, talent acquisition or a related area with at least 3 years spent in high volume full life cycle recruiting and at least 3 years spent in a lead/supervisor role. Prior experience and demonstrated skills in Microsoft Office (Word, Excel, and Outlook) Ability to prioritize & meet multiple individual and team deadlines in a fast paced, changing, dynamic work environment Required Knowledge and Skills: Demonstrated experience to recruit for a broad/deep range of positions on a national level. Strong external/internal networking and collaboration skills. Understanding of talent acquisition best practices. Fluent in English. Strong management skills. Strong communication, relationship management, analytical and critical thinking skills.
