Job Description Position: Advisory Services and Knowledge Manager Program: Pacific Regional Economic Services Plus (PRES+) Location: Australia Required Travel: Regular travel to Canberra, occasional travel to the Pacific required. About the Program PRES+ is a regional program designed to support the implementation of the Pacific Regional Development Partnership Plan by providing specialist economic, development, public financial management (PFM), budget support and programming expertise. This expertise supports the Australian Department of Foreign Affairs and Trade’s (DFAT’s) economic investments in the Pacific. PRES+ operates through: A Core Team providing standing capacity to the Pacific Economic and Trade Branch (PEB) of the Office of the Pacific (OTP). A buy-in capacity for other DFAT and OTP areas via Additional Service Orders (ASOs). PRES+ builds on the success of the Pacific Recovery Economic Support (PRES) Program and aims to improve the quality, performance and inclusivity of OTP’s economic investments, with an increased focus on gender, youth, disability, climate change and communications. Adam Smith International is responsible for implementing PRES+. About the Position The PRES+ Advisory Services and Knowledge Manager will work closely with the Deputy Team Leader and DFAT to support the delivery of PRES+, focusing on activity and adviser management. The role manages the PRES+ Tasking Note system and oversees the development of knowledge management products to ensure learning is shared with DFAT and Pacific stakeholders. This is a full-time position based in Australia (ideally Canberra) and requires regular travel to Canberra and occasional travel to the Pacific region. Duties and Responsibilities Implementing the Tasking Note System Work with the PRES+ Core Team and DFAT to develop and refine activity scopes and outputs. Lead activity tracking and database management. Ensure development priorities, including GEDSI, climate change, locally led development and First Nations engagement, are incorporated into tasking notes and adviser engagement. Managing PRES+ Technical Advisers Support adviser recruitment and procurement. Manage advisers throughout activities, ensuring quality reporting and deliverables. Support the development and management of Additional Service Orders (ASOs). Communications, Visibility and Public Diplomacy Support implementation of the PRES+ Communications Strategy. Strengthen the visibility and profile of PRES+. Develop communications products highlighting adviser impact and development outcomes. Support procurement and management of any external PRES+ website. Knowledge Management Manage the PRES+ Hub (or replacement platform). Ensure tasking notes and deliverables are uploaded promptly. Develop knowledge products, including snapshots of PRES+ deliverables. The Manager may also support implementation of the Monitoring, Evaluation and Learning (MEL) Framework, GEDSI Strategy and Climate Change Strategy where requested. Key Relationships Reports directly to the PRES+ Deputy Team Leader. Works closely with the PRES+ Core Team, DFAT, advisers and other stakeholders. Represents PRES+ at internal and external meetings as required. Key Performance Indicators Responsiveness to DFAT and Pacific Island Country government counterparts. Strong adviser performance assessments. Positive stakeholder feedback. Effective implementation of Tasking Note and adviser engagement processes. Optimal Qualifications & Experience 5+ years' experience in activity development, adviser management and/or operations management in international development, preferably in the Pacific. Excellent written communication skills. Experience developing knowledge products and/or communications strategies. Strong organisational skills and ability to manage competing priorities. Experience working on donor-funded programs. Understanding of international and multilateral donor systems. Knowledge of GEDSI and climate change in development programs. Excellent interpersonal and cross-cultural communication skills. Strong change management, problem-solving and conflict resolution skills.
