Show job description
University Research Co., LLC (URC) is seeking consultants for its business development roster. Most assignments will support proposal development for U.S. Government, bilateral, multilateral, and global health clients. Others will support broader business development, including strategy development, positioning, concept generation and design, lead generation, client engagement, and relationship management. The roster has two categories: proposal writers, and technical and business development advisors. Consultants may apply for one or both.
Since 1965, URC has worked in more than 110 countries across four practice areas: health, including health systems strengthening, quality improvement, infectious diseases, and community health; economic growth and trade, including trade and customs and economic feasibility studies; security, resilience, and stabilization, including stronger public institutions, recovery after conflict, and safer communities; and monitoring, evaluation, and learning (MEL), helping clients measure performance, generate evidence, and manage for results.

Proposal writers

  • Analyze solicitations and evaluation criteria, and develop outlines and compliance matrices.
  • Shape the program design with technical experts, staff, and partners, connecting the technical approach, results framework, work plan, staffing, and management arrangements.
  • Write and integrate technical narratives, annexes, and evidence that align with the budget and implementation plan and make a clear, persuasive case for URC’s approach.
  • Resolve gaps, incorporate reviewer feedback, and deliver polished sections within agreed deadlines and client requirements.
  • Draft concept notes, statements of interest, responses to requests for information, capability statements, and other business development materials.

Technical and business development advisors

Advisors bring in-depth knowledge of specific clients and technical areas. Most of their work will support proposal development; some will support broader business development.
  • Apply in-depth knowledge of specific clients, including their strategies, priorities, funding instruments, procurement processes, and evaluation practices, to inform bid decisions, win themes, and proposal strategy.
  • Provide technical leadership on proposals in their area of expertise: develop the technical approach, theory of change, and results framework, and identify the evidence, innovations, and partners that strengthen URC’s offer.
  • Draft or strengthen technical sections, performance indicators, and annexes, working alongside proposal writers.
  • Serve as independent reviewers, evaluating proposals against solicitation requirements and scoring criteria, testing the methodology, MEL framework, work plan, management, and staffing, and providing prioritized recommendations to close gaps and strengthen competitiveness.
  • Generate and design evidence-based, innovative concepts for clients, grounded in client priorities and country context.
  • Support business development strategy and positioning: analyze markets and client priorities, identify and qualify leads, and help define where and how URC competes.
  • Support client engagement and relationship management, including meetings with clients and partners, partner identification, and teaming.

Practice areas

Consultants should have implementation, advisory, research, or proposal experience in one or more of URC’s practice areas:
Health. Global health security, surveillance, outbreak preparedness and response, laboratory systems, biosafety and biosecurity, and One Health; HIV, tuberculosis, malaria, immunization, and other priority diseases; and health systems strengthening, workforce, supply chains, digital health, primary health care, quality improvement, and maternal, child, and community health.
Economic growth and trade. Trade facilitation, customs administration and modernization, border management, and regional trade integration; economic feasibility studies, cost-benefit and economic rate of return analysis, and constraints-to-growth diagnostics; and private sector development and investment climate reform.
Security, resilience, and stabilization. Strengthening public institutions, including public financial management, justice administration, and service delivery; recovery after conflict, including restoring basic systems and the rule of law; and safer communities, including citizen security, violence prevention, municipal governance, at-risk youth, reintegration of returnees, and addressing the drivers of irregular migration.
Monitoring, evaluation, and learning. MEL frameworks, indicator design, performance monitoring systems, data quality assessments, and third-party monitoring and verification; performance and impact evaluations, implementation science, and operational research; and learning agendas, institutional capacity assessment, and sustainability planning.

Clients

Experience with one or more of the following clients is preferred: the U.S. Department of State; the U.S. Department of Defense, specifically the Defense Threat Reduction Agency (DTRA) and the Defense Health Agency (DHA), including the DOD HIV/AIDS Prevention Program (DHAPP); the Centers for Disease Control and Prevention (CDC); the Millennium Challenge Corporation (MCC); the UK Foreign, Commonwealth and Development Office (FCDO); the Australian Department of Foreign Affairs and Trade (DFAT); Gavi; the Global Fund; and the Asian Development Bank, Inter-American Development Bank, and World Bank. Relevant knowledge includes each client’s strategies and priorities, funding instruments and procurement processes, proposal requirements and evaluation criteria, and results and reporting requirements. Experience with other bilateral, multilateral, and philanthropic funders is also relevant.

Qualifications

  • Demonstrated experience developing or reviewing competitive proposals, or supporting business development, for international development clients. Proposal writers should have a strong record in program design and drafting; advisors should have recognized technical expertise or in-depth knowledge of one or more of the clients above and, for review assignments, an understanding of evaluation criteria and scoring.
  • Knowledge of relevant client requirements, funding instruments, and procurement methods, such as contracts, grants and cooperative agreements, framework or panel call-downs, and development bank consultant selection.
  • Excellent writing and analytical skills, and the ability to work with multidisciplinary teams to tight deadlines.

How to apply

Submit a CV and a cover note of no more than one page to [email address] by [date / on a rolling basis]. The cover note should state the category or categories applied for (and, for advisors, interest in review assignments); practice areas and technical specialties; client and funding instrument experience; geographic experience and languages; availability; and expected daily rate. Include two or three examples of recent proposal or business development assignments and the applicant’s role in each.
Inclusion on the roster does not guarantee an assignment. Assignments will be issued under individual consulting agreements as needs arise and will include confidentiality and conflict-of-interest terms; consultants must disclose any engagement on a competing bid for the same opportunity. URC is an equal opportunity employer. Only shortlisted applicants will be contacted
