Purpose / Project Description
The Jobtech Alliance is an ecosystem-building initiative that seeks to catalyse an inclusive African jobtech sector to create and improve one million quality jobs by 2032. We partner with jobtech start-ups across Africa to support strategy, product, and operational innovations that make their services more viable and scalable, more inclusive and/or delivering better quality jobs for the users they serve. This is complemented by research, community-building, and influence activities to ensure that learnings are replicated/scaled, and to change the way the system works.
Results measurement is central to how Jobtech Alliance learns, makes decisions and reports to funders. What we measure informs and helps grow the overall jobtech ecosystem.
Consultant Objectives
Jobtech Alliance is seeking an Impact Assurance Advisor to strengthen how we measure, report, and verify our results. The work will span three areas:
Building a full-employment framework that captures participants' whole livelihood picture.
Revamping MEL documents for donor engagement.
Verifying the outcomes we report.
Consultant Activities
Tools development
Design survey tools. Such as the full-employment framework survey tool that captures participants' full livelihood picture, including the contribution of work found through the platforms we support. It should build on the Quality of Work Measurement Tool developed by the Measurement in Jobtech Working Group, and draw on established approaches such as the Sustainable Livelihoods Framework.
Survey tools piloting and testing. Involves working with the data collection organization to prepare the tool’s pilot, including joining initial tests.
Revising survey tools based on what pilots shows.
Updating relevant sections of our Results, Learning & Research playbook so they reflect theme addressed by tools, such as participants' full livelihood picture.
Supporting new donor MEL document development
Join MEL calls with new donors.
Populate and/or revamp MEL documents. Such as MEL plans, the Theory of Change, Pathways Framework, Self-Reporting Protocol, and Terms of Reference for technical working groups
Results verification
Review the outcomes we report against the supporting evidence to confirm they hold up.
Interview a sample of start-up founders about the support they received and how much it contributed to their results.
Report on what the review and interviews found.
Consultant Deliverables
The Consultant will deliver the following:
Full-employment survey tool, ready for pilot
Revised survey tool, incorporating pilot findings
Updated playbook sections on user-level indicators and tools
Finalized donor documents (five)
Results verification report: rolling basis (approximately two per year)
Timeframe / Schedule
The Jobtech Alliance team will work with the consultant to determine availability, work schedule on a need basis during a 2-year period.

Required Experience and Skills
10-15+ years of experience in monitoring, evaluation & learning (MEL), ideally within international development, social impact, or donor-funded programs
Prior experience working with major institutional funders
Direct experience with donor verification, compliance, or audit processes — understands what funders typically probe for (data provenance, privacy, accuracy, attribution)
Strong qualitative interviewing skills — comfortable engaging startup founders/platform teams to surface credible, well-evidenced data narratives
Skilled at translating messy or partial results data into donor-ready reporting language
Experience with proposal-stage MEL writing (indicators, frameworks, reporting plans)
Diplomatic but firm communicator — able to manage difficult donor questions and pushback
Familiarity with jobs/livelihoods impact measurement (job creation, job quality metrics) is a strong plus
Comfortable working in an advisory capacity — proactively flagging issues rather than waiting to be asked
Experience working with or advising startups/early-stage ventures is a plus
