Client: Confidential – Belgian electricity transmission system operator

Context and Role

Our client in Brussels is at the heart of real-time electricity system operations in Belgium. As the energy landscape transforms driven by increasing renewable generation, evolving EU market regulations, and accelerating digitalisation — the NCC must continuously adapt its operational processes to remain safe, compliant, and effective.

Business Process Managers (BPMs) at the NCC are the operational process architects of this transformation. They own end-to-end operational processes and ensure that market design evolutions, regulatory changes, and new digital capabilities are translated into coherent, safe, and executable processes that control room operators can apply in real time. Critically, BPMs are not operators themselves — they are the bridge between the control room, product design teams, and IT development, ensuring that operational realities shape product decisions from day one.

This specific assignment reinforces the NCC team on three business-critical domains: Congestion Management, Operational Planning (Grid Security Analysis, Grid Models Forecasting, Outage Planning), and Real-Time Grid Operations (SCADA/EMS, Dynamic Security Analysis, WAMS).

Process Portfolio

Grid Security Analysis

• Own and improve the processes supporting congestion management and grid security assessment from year-ahead to intraday time horizons. This includes processes for the optimal determination of preventive and curative remedial actions (PRAs and CRAs) to maintain the operational security under all plausible contingencies.

• Participate in the evolution of coordinated security analysis processes at national and cross-border level — including methodologies developed through ENTSO-E working groups and coordination with Regional Security Coordinators (RSCs such as CORESO or TSC).

Grid Models Forecasting

• Own and improve 'digital twin' processes that model and forecast the state of the grid from year-ahead to intraday time horizons — supporting security analyses with accurate and up-to-date grid state representations across all relevant planning horizons.

• Ensure alignment between the grid model forecasting processes and the evolving data exchange requirements at European level (CGMES profiles, ENTSO-E data models, cross-TSO model merging processes).

Outage Planning

• Own and improve outage planning processes — the processes coordinates and optimises the scheduling of maintenance and construction works on the Belgian transmission grid while balancing availability of grid elements, customer needs, operational flexibility, and security of supply.

• Address the growing complexity of outage planning driven by increasing connection of distributed energy resources, renewable variability, and growing demands for grid flexibility.

Real-Time Grid Operations

• Own and improve operational processes supporting the real-time operation of the transmission grid: system monitoring, operational state assessment, alarm management, operational coordination with distribution network operators (DNOs), balance responsible parties (BRPs), and neighbouring TSOs.

• Support the integration of Dynamic Security Analysis (DSA) and Wide-Area Monitoring System (WAMS) capabilities into control room processes — ensuring that operators can effectively interpret and act on the outputs of these systems in real-time operational conditions.

• Maintain and improve the processes linking SCADA/EMS capabilities to operational workflows — ensuring that new SCADA/EMS functionalities and upgrades are operationally integrated in a structured and safe manner.

Key Responsibilities

Process ownership and improvement

• Own the full lifecycle of assigned operational processes: design, documentation, validation, implementation, monitoring, and continuous improvement. Processes must be coherent, safe, and executable across all relevant operational domains and time horizons.

• Translate market design evolutions, regulatory changes (national and EU), new business capabilities, and digital solutions into concrete operational processes — including detailed workflows, role definitions, decision logic, and operating procedures.

• Leverage historical operational experience, event analysis, and operational insights to proactively identify new business use cases and drive process improvements grounded in real operational feedback.

Business requirements and product design

• Represent operational requirements throughout the design and development of new market products and business capabilities at national and EU level — from initial ideation and problem definition through to solution delivery and go-live.

• Lead ideation and analysis steps for new operational needs: define the business problem to be solved, identify the required changes to operational processes, and align with the relevant product team(s) on the corresponding solution development backlog and priorities.

• Collaborate closely with product teams during implementation phases: provide feedback on tool design and user interface, validate prototypes against operational requirements, and ensure traceability from business requirement to delivered solution.

Operational integration of new tools and capabilities

• Lead the operational integration of new digital tools and capabilities into NCC processes: solution readiness assessment, training design and delivery, drafting of operating procedures and guidelines, go-live organisation, and hypercare period.

• Ensure that no new tool or capability is introduced into the control room environment without a validated process, trained operators, and appropriate support arrangements in place.

Process reference and knowledge management

• Act as the primary process reference for control room operators and internal stakeholders on assigned process domains — supporting operational questions, incident root-cause analysis, and process derogations.

• Ensure that lessons learned from operational incidents, near-misses, and process deviations are systematically translated into sustainable process improvements, updated documentation, and, where necessary, changes to system configuration or training content.

Required Profile

Essential

• Bilingual English + French or Dutch: fluent written and spoken English is the working language for EU-level coordination, market product design, and IT collaboration. French and/or Dutch is required for day-to-day interactions with Belgian operational teams and management.

• Master's degree in Electrical Engineering or equivalent relevant technical discipline (power systems, energy engineering, applied mathematics, computer science with strong energy domain knowledge).

• Power systems knowledge — solid understanding of transmission grid operations, power flow concepts, contingency analysis, and the role of a TSO in the European electricity market. This knowledge may be derived from academic studies and/or professional experience.

• Business analysis and process design skills — demonstrated ability to map, design, and document end-to-end operational processes. Fluency in process notation (BPMN or equivalent) and structured requirements definition.

• Stakeholder management — ability to navigate complex multi-stakeholder environments, aligning operations teams, business product lines, and IT development teams around coherent process and product decisions. Clear, structured communication at all levels.

Strong plus

• 3 to 5 years of professional experience in the energy sector in a role directly supporting system operations (e.g. planning engineer, system engineer, business analyst, operational process designer at a TSO, ENTSO-E body, or energy market operator).

• Congestion management experience at national or cross-border level — direct experience with Coordinated Security Analysis (CSA) methodologies, RSC tools and processes, or ENTSO-E capacity calculation frameworks (Flow-Based Market Coupling, Core CCM, SWE CCM, or equivalent).

• Experience as a business stakeholder in IT development projects for operational digital solutions — acting as product owner, functional analyst, or business representative for SCADA/EMS, EMS application upgrades (load flow, OPF, state estimation), or operational planning tools.

• Familiarity with Dynamic Security Analysis (DSA) or Wide-Area Monitoring System (WAMS) in a TSO control room context.

• Knowledge of outage planning processes and coordination frameworks (ENTSO-E Outage Coordination Methodology, national variants).

• Data analysis skills — ability to perform structured data error analysis, process performance monitoring, and KPI tracking using standard BI or data tools.

What makes this role unique

This is a rare role at the intersection of power systems engineering, business process design, and digital product management in a tier-1 European TSO. The BPM is not a traditional engineer, not a pure IT analyst, and not a project manager — it is a role that requires mastery of all three dimensions simultaneously.

Working at the heart of Belgian grid operations, the BPM has direct visibility into critical national and European-level decisions on congestion management and market design, and plays a direct role in ensuring that control room operators have the processes and tools they need to keep the lights on across Belgium and beyond.

Our client is one of the most technically advanced TSOs in Europe, consistently at the forefront of energy market integration (Flow-Based Market Coupling pioneer), offshore wind development (MOG2, Nautilus), and grid digitalisation.
