Job Description

The Utah Department of Agriculture and Food (Department) is seeking a dynamic candidate to lead its case management function for the Specialized Products Division. You will perform reviews of inspection reports, apply regulatory compliance, and review special investigations. Other functions include preparing letters of concern, warning and citation letters to licensees, summaries and reports, and tactfully presenting citation violation results and recommendations to the Director, Deputy Director, and Program Manager for the Specialized Products Division. This will also include visiting facilities to help with licensing and regulatory actions. In addition, you will strive to collaborate and cultivate long-lasting partnerships with agency personnel. This position is eligible for hybrid office and remote work with ability to inspect using state transportation.

Pursuant to Utah Code §§ 4-41-107 and 26-61a-111, this job includes duties that arise from or directly relate to the Utah Medical Cannabis Act. Duties may require conduct which is in violation of the criminal laws of the United States with respect to the manufacture, sale, or distribution of cannabis. As a condition of employment, candidates who are selected to fill this position will be required to sign an Acceptance of Duties Under the Medical Cannabis Act Acknowledgment Form.

Key Responsibilities

  • Provide clarification on agency policy and procedures, along with federal and state rules and regulations, applying them in daily operations.
  • Analyzes, reviews and summarizes data; reports findings, interprets results and/or makes recommendations.
  • Develops or modifies rules, policies, or standards, etc.
  • Provides guidance and appropriate recommendations, simplifying decisions and actions as related to public data.
  • Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
  • Develops and implements procedures in response to agency policy, state and federal laws, etc.
  • Provides detailed, expert guidance on program issues, violations, and industry trends.
  • Facilitates the use of research data to improve existing programs and utilization of resources.
  • Conducts site visits to both non-licensed and licensed entities to verify compliance with licensing standards and ensure product registration.
  • Collaborates with fellow compliance specialists to establish effective regulatory enforcement actions.

  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.

Education Preference:

  • A Bachelor’s degree or higher in a related field.

Experience:

  • At least two years of compliance-related experience.
  • Previous experience in case management.
  • The ability to read and understand laws and legal documents.
  • Proficiency in Google Workspace, Salesforce, or similar software platforms.

Skills:

  • Strong verbal and written communication skills.
  • Strong analytical, interviewing, and research skills.
  • Strong judgment and decision-making skills.

Supplemental Information

  • Risks found in the typical office setting, which is adequately lighted, heated, and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.
