OTA Policy and Compliance Specialist

VPD is hiring an OTA Policy and Compliance Specialist to help the Department of Commerce update its Other Transaction Authority (OTA) policies and oversee how the authority is used.

Responsibilities:

The work moves in sequence: plan the oversight, carry it out, assess what it found, then update the policies.

• Finalize a draft plan for overseeing compliance with the Department's OTA policies.
• Help carry out the compliance activities identified in the plan once it is finalized, such as reviewing OT agreements and their files against Department policy.
• Based on those compliance activities, review the Department's existing OTA policies and procedures and assess how effective each of their elements is.
• Draft needed updates to the existing OTA policies and procedures based on the assessment.
• Coordinate with OAM policy staff and the operating units that use OTA, and brief findings and recommendations to OAM leadership.

Qualifications:

• Hands-on experience with other transaction agreements, such as research, prototype, or production OTs, and how they differ from FAR-based contracts.
• Experience planning or conducting compliance reviews, audits, or acquisition oversight programs.
• Strong policy writing skills, including drafting policies, procedures, and guidance.
• Ability to present findings and recommendations clearly to senior leadership.
• Ability to obtain and maintain a public trust.
• Proficiency in Microsoft Word, Excel, PowerPoint, and SharePoint.
• Experience with OTA programs at Commerce or another civilian agency
• Familiarity with the Commerce Acquisition Regulation (CAR) and Commerce Acquisition Manual (CAM)

Education and Experience:

• Bachelor's degree; a master's degree or JD is a plus.
• DAWIA or FAC-C certification.
• Experience as a warranted contracting officer or agreements officer.
• 10+ years of federal acquisition experience, including developing or applying OTA policy
