We are seeking a bilingual Communications Specialist to produce clear, accessible communications about program changes for individuals receiving developmental disabilities services, families, providers, advocates and legislators.
Location: Remote. Occasional travel to Baltimore, MD is required.
Responsibilities
- Develop and maintain the communications calendar and support a consistent messaging framework across stakeholder groups.
- Write and produce plain-language, bilingual (English and Spanish), Section 508-compliant FAQs, fact sheets, web content, presentations and other materials about program changes, analytics-informed reforms and fiscal initiatives.
- Contribute to quarterly stakeholder feedback summaries and the annual stakeholder experience summary report.
- Coordinate with the client's communications staff and third-party vendors to keep stakeholder communications aligned.
Mandatory qualifications (all are required)
- Bachelor's degree in Communications, Journalism, Public Relations, English or Marketing.
- 5+ years of professional communications experience, including at least 3 years in government, Medicaid, health or human services communications.
- Professional fluency in English and Spanish, written and spoken, with the ability to write original Spanish-language content rather than only translate.
- Demonstrated Section 508 / WCAG 2.1 AA remediation experience for Word, PowerPoint, PDF and web content.
- Plain-language writing for public audiences; a portfolio or writing samples will be requested.
- Experience developing communications strategies and calendars for a public agency or large program.
- Available to start in December 2026 and to work during Maryland business hours (ET); able to travel occasionally to Baltimore, MD.
- U.S. work authorization; sponsorship is not available for this role.
- Independent of direct service providers funded by the client agency (no financial, ownership or organizational relationship).
Preferred
- Experience communicating with people with disabilities and their families.
- Maryland state agency experience.
- Graphic and web production skills (Adobe Creative Cloud, Canva, Drupal or similar).
Engagement details
- Approximately 360 hours through June 30, 2027 (about 10-12 hours per week, heavier around communication releases).
- Remote; occasional travel to Baltimore, MD required.
- 1099 or W-2; $40-$50 per hour.
This is a remote position.
