Description

Position Summary

The Construction Contaminated Materials Supervisor, within Environmental Services, will provide technical leadership, oversight, and support to the Highway Division and District Construction Offices regarding hazardous materials, contaminated media, and hazardous waste compliance during active construction. The position will work closely with and be the primary point of contact for District and Highway Division personnel, construction contractors, engineers, environmental consultants, Licensed Site Professionals (LSPs), and state and federal regulatory agencies to support regulatory compliance and the effective management of contaminated materials on construction projects.

The incumbent will report to the Environmental Program Engineer of Hazardous Materials and will serve as a technical resource to District Construction Offices and field personnel in evaluating and resolving construction related issues involving contaminated soil, groundwater, sediment, hazardous materials, and hazardous waste.

The position will require extensive knowledge of federal and state environmental laws, regulations, and regulatory programs, including, but not limited to, the Massachusetts Contingency Plan (MCP), MassDEP asbestos and lead regulations, Occupational Safety and Health Administration (OSHA) requirements, Toxic Substances Control Act (TSCA), National Pollutant Discharge Elimination System (NPDES), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Clean Water Act, Clean Air Act, and Massachusetts Fire Marshal requirements applicable to aboveground and underground storage tanks. Direct and substantive experience in the assessment, management, and remediation of soil and groundwater contamination in accordance with MassDEP’s MCP regulations associated with construction will be required.

The incumbent will assist District Construction Offices and field personnel in resolving environmental and regulatory issues while minimizing potential impacts to construction cost and schedule. The position will provide technical recommendations regarding contract administration matters, cost overruns, claims, and Extra Work Orders (EWOs) involving contaminated media and will coordinate with other Highway Division units in the development and implementation of policies, guidance, plans, and hazardous material specifications.

The incumbent must be willing to obtain all departmentally requested certifications and trainings that are offered and serve as the subject matter expert point of contact for the Department as it relates to these certifications, as needed. This includes securing a valid Massachusetts Certified Asbestos Supervisor credential through the Department of Labor Standards (DLS) and completing the 40-Hour HAZWOPER (Hazardous Waste Operations and Emergency Response) certification. The incumbent shall maintain active, compliant certifications as required by the Department and state and federal regulations.
