Integrated Business & Technical Consultants, Inc. (IBTCI) is an international consulting firm working with public and private-sector partners to address development challenges. IBTCI is proposing an independent monitoring, evaluation, accountability, and learning assignment for Church-funded emergency WASH and food-security activities implemented by CARE in Taiz and Ad Dale, Yemen. The team will verify project results and use of funds through review of CARE records, available monitoring data, and a proportionate amount of independent primary data collection, then provide practical learning and reporting.
Position Title: Deputy Team Lead/Data Analyst - Yemen Remote
Department: Monitoring, Evaluation and Learning
Location: Yemen/Remote
Report To: Home Office Project Manager
Type: Short Term Consultant, Part-time
Classification: Consultant
The position is contingent upon contract award.
Overview: The Deputy Team Lead/Data Analyst will work remotely under the Team Lead’s direction, helping manage technical coordination, evidence quality, analysis, and deliverables. The role will coordinate closely with IBTCI, CARE, the Church MEAL team, and a local field-data collection partner. In-country presence is not required.
Key Responsibilities
- Serve as the Team Lead’s principal technical and analytical support; contribute to production of all final deliverables.
- Coordinate day-to-day information flow with CARE, the Church MEAL team, local subcontractor in Yemen, and IBTCI colleagues; track requests, field progress, issues, and decisions to closure.
- Support the evaluation/TPM design and evidence framework, including mapping evaluation questions and Short-Term Results Scorecard domains to indicators, sources, methods, sampling, analysis, and reporting.
- Help prepare and quality-check data-collection tools, data dictionaries, digital form specifications, review templates, and protocols; support remote training, enumerator guidance, and daily debriefs with the local data collection firm.
- Monitor incoming data for completeness, consistency, validity, duplicates, outliers, and missing evidence; coordinate corrections or back-checks with the field supervisor and escalate material discrepancies or urgent concerns.
- Analyze and triangulate quantitative and qualitative evidence from project records, interviews, surveys, observations, asset checks, and feedback; compare proposed or budgeted project expenditures with actual expenditures.
- Prepare tables, charts, evidence matrices, scorecard inputs, progress updates, findings, and draft report and presentation content; support final learning and executive-summary deliverables.
- Apply confidentiality, informed-consent, do-no-harm, data-protection, and independence requirements; maintain traceable sources and assumptions and promptly raise data-quality, access, safeguarding, or security concerns to the Team Lead.
Required Qualifications
- At least a bachelor’s degree in statistics, data analytics, economics, public health, social sciences, monitoring and evaluation, or a related field; a master’s degree is an advantage.
- At least 7 years of relevant experience in evaluation, MEAL, research, third-party monitoring, data analysis, or evidence synthesis, including experience coordinating technical work or supporting a team lead.
- Fluency in Arabic and strong professional English, including the ability to review Arabic-language evidence and produce clear, accurate English analysis and reports.
- Demonstrated knowledge of Yemen and its humanitarian and operating context through work experience or substantial country-specific expertise.
- Experience managing and analyzing mixed-methods data, applying data-quality checks, triangulating sources, and translating findings into concise, evidence-based products.
- Excellent organization, attention to detail, communication, and ability to manage short deadlines and multiple inputs while working remotely across time zones.
Preferred Qualifications
- Experience with WASH, food security, livelihoods, cash-for-work, humanitarian MEAL, or third-party monitoring assignments.
- Experience with scorecards, financial expenditure verification, dashboarding, qualitative coding, and preparation of donor-facing reports or learning products.
