The role combines advisory, IT governance and digital transformation responsibilities, including:
- Supporting business and policy units throughout the full digital solution lifecycle.
- Providing advice on digital-ready policy and legislation, digital checks and interoperability.
- Reviewing IT governance artefacts: Project Initiation Requests, Business Cases, Project Charters and Architecture Overviews.
- Preparing documentation and materials for governance and decision-making bodies, including the ITCB.
- Monitoring external IT suppliers, contractual compliance, SLAs, quality, risks, planning and KPIs.
- Coordinating between business/policy stakeholders and technical teams.
- Delivering training and awareness activities on IT governance and the PM² methodology.
✅ Must-Have Requirements:
- EQF Level 7 qualification (Master’s degree or equivalent) and at least 10 years of professional IT experience; or EQF Level 6 degree (bachelor’s degree) and at least 12 years; or secondary education giving access to higher education and at least 17 years of IT experience.
- English proficiency C1 level or higher.
- At least 7 years of professional experience in public-sector IT governance.
- At least 5 years in a PMO or project-support role, including advisory, monitoring, planning and risk management.
- At least 5 years monitoring and controlling third-party delivery against contracts, SLAs, formal obligations or milestones.
- At least 4 years of IT experience in transport and/or energy.
- At least 2 years identifying digital components in legislative or policy proposals within EU or Member State institutions.
- The specific expertise and experience must have been acquired within the last 12 years.
- Project management: PM², PMP or PRINCE2.
- Programme management: PgMP, MSP or SAFe Lean Portfolio Manager.
- Agile: PM²-Agile, PMI-ACP, ScrumMaster, Professional Scrum Master or SAFe Agilist.
- IT governance in public-sector environments and coordination of decision-making bodies.
- PM², Agile and Waterfall approaches, planning, reporting, risk management, feasibility studies and cost-benefit analysis.
- External IT supplier oversight, contractual/SLA compliance and quality assurance.
- Interoperability, particularly for cross-border digital public services; experience with the European Interoperability Framework (EIF) is desirable.
- EU energy and transport policies, the Interoperable Europe Act and digital-ready legal drafting.
- Stakeholder management and the ability to explain technology-related matters to non-technical stakeholders.
- Project and collaboration tools such as Jira, Microsoft Project and Confluence.
- Added value: familiarity with PM², ITCB, GovIS, iCoCo, DECIDE, GoPro, EdiT and ARES.
