Protecnium is an international firm specializing in engineering and technical services (www.protecnium.com/en). We are currently looking for an ELV Engineer – Communications Network, Radio & Cybersecurity to join our team on a Heavy Civil Construction Project in Cooma, NSW.


-Location: Cooma, NSW.


-Work Modality: Initially, the position will be based on-site for the first 1 to 1.5 months. Thereafter, it will transition to a hybrid arrangement, requiring a one-week on-site visit each month (or every couple of months, depending on business needs). The remainder of the work can be performed remotely.


-Working Hours: Monday to Friday – 9-hour shifts


-Estimated Duration: Initial 1-year contract, with the possibility of at least one additional year based on performance. In general, when the project ends, we try to relocate the employee to other projects to ensure continuity.


-Summary: review and coordinate technical deliverables prepared by appointed subcontractors for the Project Wide Communications Systems & Network Systems and Radio Communications packages. Act as the designated ELV engineering reviewer for cybersecurity requirements and compliance across all three ELV packages, including the Integrated Security Systems (ISS). Verify submitted engineering evidence against the Employer Requirements (ERs), applicable Scope of Works (SOWs), approved design, project cybersecurity specifications, and project standards; track review comments to closure.


-Responsibilities:


  • Critically review detailed engineering packages, shop drawings, specifications, technical reports, engineering calculations, system architecture diagrams and schematics for completeness, accuracy and performance compliance.
  • Review network topology, equipment/rack layouts, cable and termination schedules, wiring drawings, cable containment/routing, interface drawings, power arrangements and equipment selection evidence.
  • Verify engineering interfaces among Communications, Radio and ISS and with Electrical, Fire, SCADA/Controls and existing project systems; coordinate technical interface matters with the designer, specialist reviewers and BIM team.
  • Issue clear, traceable technical comments through Contractor Review Sheets (CRS); assess responses and revised submissions against project stakeholder comments until issues are closed and the applicable No Objection status is obtained.
  • Review RFIs, technical queries, interface control documents and design-change proposals; identify unresolved assumptions, departures or gaps and escalate through the agreed design management process.
  • Review relevant engineering aspects of testing/commissioning plans, acceptance criteria and submitted technical evidence, without executing tests or managing commissioning.
  • Track engineering submissions, design interfaces, technical risks and review close-out against the agreed engineering programme.


-Package-specific technical review:


-Communications Systems & Network Systems:


  • LAN A/LAN B fibre backbone, resilient and physically separated routes, WAN/corporate/protection/control network architecture and existing-network/NOC interfaces. Network topology, VLAN/IP segmentation and addressing schedules, switch interfaces/configuration design, optical-loss budgets, SFP selection, PoE and rack power budgets. Wi-Fi heat maps and coverage, fixed voice/SIP/analogue telephony, satellite phone, time synchronisation and structured/horizontal cabling.
  • Communications racks, fibre terminations and patching, 230 VAC/48 VDC interfaces, equipment bonding/earthing and coordinated penetration details within the applicable contractual boundaries.


-Radio Communications System:


  • DMR Tier 3, 158–163 MHz VHF system architecture and compatibility with the existing project radio system.
  • RF coverage modelling and signal-strength analysis, link budgets, antenna selection/placement and coaxial/leaky-feeder cable-loss calculations.
  • DAS, radiating cables, repeaters, amplifiers, splitters, antennas, equipment cabinets, associated power arrangements and fire-system interface design.
  • Review engineering substantiation of specified coverage and performance, including proposed validation and acceptance criteria.


-Designated responsibility – cybersecurity requirements and compliance:


  • Own and maintain an ELV cybersecurity requirements and compliance matrix covering Communications, Radio and ISS, traceable to the applicable network and endpoint cybersecurity requirements and other contractually referenced specifications.
  • Review subcontractor cybersecurity design submissions and objective compliance evidence for network segmentation, access control, device and server hardening, secure configuration, account management, logging/monitoring, patching, backup/recovery, and remote-access arrangements where required by the project documents.
  • Check architecture and interface designs for cybersecurity implications across enterprise IT, Protection/Control networks, ISS and Radio systems; identify boundary responsibilities and dependencies with operational and cybersecurity teams. · Review cybersecurity risk assessments, exception/departure requests, vulnerability remediation proposals, supplier declarations, and cybersecurity test/verification plans where specified; request missing evidence and escalate residual gaps.
  • Coordinate with project cybersecurity representatives and engineering/system-integration stakeholders to confirm interpretation of requirements, review evidence, and track open compliance items to formal disposition.
  • Provide a documented cybersecurity compliance status and outstanding-action register at relevant engineering review gates. Do not represent compliance as certified or achieved without the required supporting evidence and authorisation.


-Requirements:


  • Bachelor’s degree in Electrical, Electronics, Telecommunications, Communications Engineering, or an equivalent relevant discipline.
  • At least 5 years of relevant communications/ELV engineering experience with major infrastructure, power, tunnel or industrial OT environments, including substantive experience reviewing consultant or subcontractor detailed design and shop drawings.
  • Demonstrated network-engineering knowledge: Ethernet, fibre optics, routing/switching, VLANs, IP addressing, Wi-Fi, redundancy and interface engineering.
  • Practical cybersecurity engineering/compliance experience involving enterprise or industrial/OT networks and networked devices, including requirements traceability, architecture review and assessment of compliance evidence.
  • Working knowledge of radio systems and ability to critically review specialist RF design and calculations, with appropriate specialist escalation where necessary.
  • Ability to interpret contract technical requirements, technical standards, engineering calculations, CAD drawings and BIM coordination information; strong written review and stakeholder skills.


-Desirable:


  • Experience with DMR Tier 3/VHF, distributed antenna systems, tunnel radio and RF coverage tools.
  • Cybersecurity qualification such as IEC 62443 training/certification, CISSP, CISM or equivalent relevant experience; formal accreditation is advantageous, not a substitute for practical engineering competence.
  • Familiarity with Aconex and structured CRS/ERS review workflows.
