The Role
We are seeking an experienced Emergency Preparedness Manager to lead the organization's emergency preparedness strategy, emergency response planning, readiness programs, exercises, drills, resource planning, emergency communications, and response capability development.
The ideal candidate will establish robust emergency preparedness systems, assess hazards and vulnerabilities, develop practical emergency response plans, coordinate cross-functional preparedness activities, conduct exercises and drills, and ensure employees and operational teams are capable of responding effectively to emergencies.
Key Responsibilities
- Develop and implement the organization's emergency preparedness strategy, framework, policies, standards, procedures, and governance model.
- Establish an enterprise-wide emergency preparedness program covering people, facilities, operations, critical infrastructure, technology, communications, resources, and emergency response capabilities.
- Develop annual emergency preparedness roadmaps, priorities, programs, exercise schedules, training plans, and readiness objectives.
- Establish emergency preparedness governance structures, roles, responsibilities, decision authorities, escalation paths, and reporting requirements.
- Develop and maintain emergency management policies, procedures, guidelines, emergency response plans, evacuation plans, contingency plans, emergency action plans, and scenario-specific playbooks.
- Coordinate emergency preparedness planning across business units, functions, locations, facilities, subsidiaries, and critical operational teams.
- Conduct hazard identification and risk assessments covering natural, technological, operational, security, environmental, health, infrastructure, workforce, and other emergency risks.
- Assess potential impacts from fire, severe weather, flooding, extreme heat, earthquakes, utility failures, hazardous-material incidents, security threats, medical emergencies, transportation incidents, infrastructure failures, technology outages, cyber incidents, and other relevant emergencies.
- Develop and maintain emergency risk registers, hazard assessments, vulnerability assessments, mitigation plans, action trackers, and preparedness records.
- Identify critical emergency scenarios based on organizational risk exposure, location, operations, facilities, workforce, assets, and external dependencies.
- Conduct scenario analysis and determine appropriate emergency response requirements, resources, capabilities, procedures, and escalation thresholds.
- Develop emergency preparedness strategies for severe, complex, and cascading events.
- Establish emergency activation criteria, notification thresholds, escalation procedures, command structures, and response responsibilities.
- Develop and maintain Emergency Response Plans (ERPs), Emergency Action Plans (EAPs), evacuation procedures, shelter-in-place procedures, lockdown procedures, business interruption procedures, and other emergency plans as applicable.
- Ensure emergency plans clearly define roles, responsibilities, communication channels, assembly points, evacuation routes, emergency contacts, response resources, decision authorities, and recovery arrangements.
- Coordinate with Security, HSE, Facilities, Operations, and other relevant teams to ensure emergency plans are operationally practical and aligned with site requirements.
- Develop emergency response procedures for offices, warehouses, distribution centers, operational facilities, project sites, infrastructure, and other critical locations where applicable.
- Conduct site-specific emergency preparedness assessments and identify gaps in emergency response capability.
- Establish emergency response requirements for new facilities, projects, offices, warehouses, operational sites, and major organizational changes.
- Review emergency plans and preparedness requirements for new construction, renovations, facility relocations, expansions, and significant changes to site operations.
- Establish evacuation, assembly, accountability, shelter, access-control, emergency shutdown, and re-entry procedures where appropriate.
- Coordinate with Facilities and Security teams to ensure emergency exits, assembly areas, emergency equipment, access routes, alarms, signage, emergency lighting, and other preparedness infrastructure are appropriately maintained.
- Coordinate with HSE teams on emergency medical response, fire safety, hazardous-material response, environmental incidents, occupational safety, and other health and safety requirements.
- Develop emergency response procedures for employee injuries, medical emergencies, fire, smoke, chemical exposure, environmental releases, and other workplace emergencies.
- Establish emergency response requirements for critical equipment, machinery, utilities, infrastructure, and operational systems.
- Coordinate emergency shutdown and safe-isolation procedures with technical and operational teams where applicable.
- Assess critical emergency resources and establish appropriate requirements for emergency equipment, supplies, facilities, communications, transportation, first aid, personal protective equipment, backup power, water, and other essential resources.
- Establish emergency resource inventories, inspection schedules, replenishment processes, and availability controls.
- Coordinate with Procurement and Facilities teams to maintain adequate emergency supplies and response equipment.
- Establish emergency response team structures, including emergency coordinators, floor wardens, fire wardens, first-aid responders, evacuation coordinators, incident managers, and other designated roles where appropriate.
- Develop role descriptions, responsibilities, competency requirements, escalation protocols, and deployment procedures for emergency-response personnel.
- Establish emergency response rosters, duty arrangements, backup personnel, and coverage requirements.
- Coordinate with Human Resources to identify workforce emergency-response requirements, critical personnel, accessibility needs, employee accountability processes, and emergency staffing considerations.
- Develop emergency preparedness programs that address employees, contractors, visitors, customers, and other individuals present at organizational facilities.
- Establish visitor, contractor, and third-party emergency notification, evacuation, accountability, and response procedures.
- Coordinate with Security teams on emergency access control, perimeter security, site lockdown, suspicious activity, security threats, and law-enforcement coordination.
- Coordinate with IT and Technology teams on emergency communications, critical technology dependencies, communication-system resilience, and technology-related emergency response.
- Coordinate with Cybersecurity teams where cyber incidents may create physical, operational, safety, or business emergencies.
- Integrate cyber-related emergency scenarios into broader emergency preparedness and crisis-response exercises where appropriate.
- Coordinate with Business Continuity and Resilience teams to ensure emergency response transitions effectively into continuity, stabilization, and recovery activities.
- Identify critical operations that may be affected by emergencies and establish appropriate protection, shutdown, continuity, and recovery procedures.
- Develop emergency preparedness requirements for critical suppliers, contractors, logistics providers, utilities, technology providers, and other third parties.
Ideal Candidate
The successful candidate should have experience in emergency preparedness, emergency management, crisis response, incident management, business continuity, operational resilience, HSE, security, disaster management, or related fields.
Experience working with multinational corporations, infrastructure, construction, energy, manufacturing, logistics, real estate, technology, healthcare, government organizations, critical infrastructure, or other complex operating environments is highly advantageous.
The candidate should demonstrate:
- Strong understanding of emergency preparedness, emergency management, incident response, crisis management, business continuity, and operational resilience.
- Proven experience developing and implementing emergency preparedness programs, emergency plans, response procedures, and readiness frameworks.
- Strong experience conducting hazard identification, emergency risk assessments, vulnerability assessments, scenario analysis, and preparedness reviews.
- Experience developing Emergency Response Plans, Emergency Action Plans, evacuation procedures, emergency playbooks, contingency plans, and scenario-specific response guides.
- Strong experience designing and facilitating emergency drills, evacuation exercises, tabletop exercises, simulations, functional exercises, and full-scale emergency exercises.
- Experience managing post-exercise findings, corrective actions, remediation programs, and continuous-improvement initiatives.
- Strong understanding of life-safety principles, emergency evacuation, emergency communications, emergency resources, accountability procedures, and response coordination.
