The Role
We are seeking an experienced and strategic Water Resources Manager to lead water-resource planning, conservation, water-efficiency programs, water-risk management, resource assessments, regulatory compliance, stakeholder engagement, and sustainable water initiatives.
The ideal candidate will develop and implement strategies that improve water security and efficiency while balancing operational requirements, environmental protection, regulatory obligations, infrastructure needs, community interests, and long-term climate resilience.
Key Responsibilities
- Develop and implement water-resource strategies, policies, frameworks, management plans, programs, and annual action plans aligned with organizational and environmental objectives.
- Develop long-term water-resource planning strategies addressing water availability, demand, supply reliability, conservation, resilience, and sustainable use.
- Assess current and future water demand, supply sources, consumption patterns, operational requirements, and resource constraints.
- Conduct water-resource assessments, water-balance studies, demand analyses, catchment assessments, and resource-risk evaluations.
- Develop water-management plans covering water abstraction, treatment, distribution, consumption, reuse, discharge, conservation, and monitoring.
- Establish water-efficiency and conservation strategies to reduce freshwater consumption and improve resource productivity.
- Identify opportunities to reduce water losses, leakage, excessive consumption, and inefficient water-use practices.
- Develop water-reuse and recycling strategies, including greywater, treated wastewater, process-water reuse, rainwater harvesting, and other suitable alternative-water sources.
- Evaluate opportunities for alternative water supplies and develop business cases based on technical, environmental, financial, operational, and regulatory considerations.
- Collaborate with Engineering and Operations teams on water infrastructure, treatment systems, distribution networks, storage, metering, monitoring, and efficiency improvements.
- Review water-related infrastructure requirements and identify opportunities to improve reliability, efficiency, resilience, and lifecycle performance.
- Establish water-use baselines, targets, performance indicators, and monitoring frameworks.
- Develop and maintain water balances covering sources, consumption, losses, reuse, treatment, discharge, and other relevant flows.
- Monitor water consumption and performance across facilities, projects, operations, sites, or business units.
- Analyze water-use data to identify trends, anomalies, inefficiencies, risks, and opportunities for improvement.
- Develop water-resource dashboards, management reports, performance summaries, and executive presentations.
- Establish and monitor key performance indicators (KPIs) including water consumption, water intensity, freshwater withdrawal, water reuse, recycling rates, leakage, discharge performance, conservation savings, and water-risk exposure.
- Develop water-efficiency programs and implementation roadmaps with measurable savings and environmental outcomes.
- Conduct water audits and assessments to identify operational and infrastructure opportunities for reducing consumption.
- Coordinate water-metering, monitoring, data collection, reporting, and verification programs.
- Develop standards and procedures for water monitoring, measurement, data quality, reporting, and performance management.
- Assess physical water risks including water scarcity, drought, flooding, water-quality deterioration, supply disruption, groundwater depletion, and climate-related impacts.
- Develop water-risk assessments for facilities, operations, projects, suppliers, and relevant geographic locations.
- Establish water-risk registers and develop mitigation, adaptation, contingency, and resilience plans.
- Integrate water-related risks into broader enterprise risk management, climate-risk management, sustainability, ESG, and business-continuity frameworks.
Ideal Candidate
The successful candidate should have experience in water resources management, water management, environmental management, water engineering, hydrology, water conservation, water sustainability, water infrastructure, utilities, environmental consulting, or related fields.
Experience working with utilities, infrastructure organizations, municipalities, engineering firms, industrial companies, construction organizations, energy companies, real estate, agriculture, manufacturing, or other water-intensive sectors is highly advantageous.
The candidate should demonstrate:
- Strong understanding of water-resource management, water security, water conservation, water efficiency, and sustainable water use.
- Proven experience developing and implementing water-management strategies, plans, programs, assessments, or projects.
- Strong understanding of water balance, water demand, water supply, water consumption, water losses, reuse, recycling, treatment, and discharge.
- Experience conducting water audits, resource assessments, water-risk assessments, or water-efficiency studies.
- Strong understanding of physical water risks, including water scarcity, drought, flooding, water-quality risks, supply disruption, and climate-related water impacts.
- Experience developing water-risk mitigation, resilience, contingency, and adaptation strategies.
- Strong understanding of water infrastructure, treatment systems, monitoring, metering, distribution, storage, and water-efficiency technologies.
- Experience with water reuse, recycling, alternative water sources, or resource-recovery initiatives is highly advantageous.
- Strong understanding of environmental regulations, water permits, regulatory compliance, and water-quality requirements.
- Experience engaging with government authorities, regulators, utilities, municipalities, communities, consultants, and other water-sector stakeholders.
- Strong analytical skills with the ability to interpret water-consumption data, technical assessments, environmental information, and risk analysis.
- Experience developing KPIs, dashboards, water balances, performance reports, business cases, and management presentations.
- Strong project-management capabilities with experience managing water initiatives, technical projects, consultants, contractors, and cross-functional teams.
- Strong understanding of sustainability, ESG, climate resilience, environmental management, and water stewardship.
- Experience providing water-related data for sustainability, ESG, regulatory, customer, or investor reporting.
- Strong financial and commercial awareness with the ability to evaluate investment requirements, lifecycle costs, savings, and business benefits.
- Strong communication, stakeholder-management, negotiation, facilitation, and influencing skills.
- Strong Microsoft Office skills, particularly Excel, Word, and PowerPoint.
- Familiarity with water-management, GIS, environmental, asset-management, data-analysis, ERP, sustainability, or monitoring platforms.
- Knowledge of recognized water-resource, environmental, water-stewardship, or sustainability standards is highly advantageous.
- Ability to balance environmental objectives with operational requirements, regulatory obligations, infrastructure constraints, financial considerations, and community interests.
- Strong written and verbal communication skills in English; Arabic is highly advantageous for UAE and broader GCC water-resource and government environments.
