Position Summary

The Federal Contracts Compliance Manager is a hands-on manager responsible for leading and operating the Contracts function’s compliance framework across Aleut Federal’s federal contract portfolio and assigned business entities. The position has primary functional ownership for SBA 8(a) program requirements, entity administration, limitations on subcontracting, performance-of-work monitoring, bona fide place-of-business compliance, Business Activity Targets, federal reporting, SAM.gov administration, and GSA and other governmentwide contract vehicles.
This role establishes program standards, assigns priorities, reviews work product, develops compliance personnel, and ensures the controls needed to demonstrate compliance are operating effectively. The Manager is accountable for the quality and timeliness of Contracts-owned submissions, leadership reporting, audit support, exception management, and escalation of material risk.
The Manager remains a working leader who directly handles complex, novel, cross-entity, or high-risk matters and manages an assigned portfolio of federal prime contracts. Traditional cradle-to-grave contract administration remains an important component of the role; however, federal contracts compliance, reporting, entity management, team leadership, and audit readiness are its primary focus.

Team Leadership and Functional Ownership

  • Own the day-to-day operation, effectiveness, and continuous improvement of the Contracts compliance function and establish priorities across entities, reporting cycles, contract vehicles, and competing deadlines.
  • Provide day-to-day direction, workload prioritization, coaching, and performance feedback to assigned compliance personnel; directly supervise staff as designated.
  • Assign work, establish review and approval thresholds, and perform quality reviews of reports, analyses, workpapers, submissions, and corrective actions before release or escalation.
  • Develop the Senior Federal Contracts Compliance Lead and other contributors through training, cross-functional exposure, documented procedures, and progressively increased responsibility.
  • Serve as the principal escalation point for novel, high-risk, cross-entity, or time-sensitive compliance matters and present decision-ready recommendations to Contracts and executive leadership.

Federal Contracts Compliance Program Management

  • Serve as the primary Contracts lead for developing, implementing, and maintaining a consistent federal contracts compliance framework across assigned entities, contracts, task orders, and contract vehicles.
  • Identify and interpret regulatory, contractual, agency-specific, and program-level compliance obligations and translate them into practical business processes, controls, calendars, and documentation requirements.
  • Develop and maintain a centralized compliance obligations register identifying each requirement, its source, applicability, frequency, responsible owner, reviewer, due date, submission method, and required supporting documentation.
  • Establish annual, quarterly, monthly, and event-driven compliance calendars covering applicable entity, contract, subcontract, task-order, reporting, certification, registration, and contract-vehicle requirements.
  • Evaluate new awards, task orders, modifications, clauses, regulatory changes, and organizational actions to identify new or changed compliance obligations.
  • Establish clear ownership and accountability for compliance activities performed by Contracts.
  • Coordinate cross-functional data calls and ensure responsible parties understand the information, documentation, format, and timing required.
  • Review and validate small business compliance submissions for completeness, accuracy, consistency, timeliness, and adequate supporting documentation before submission or certification.
  • Reconcile information among contract documents, Costpoint, SharePoint, financial records, operational reports, subcontract data, entity records, and government systems.
  • Challenge unsupported assumptions, investigate discrepancies, and obtain corrections when source data is incomplete, inconsistent, outdated, or unreliable.
  • Develop and perform periodic compliance reviews, spot checks, transaction testing, and file assessments to confirm that required controls are operating effectively.
  • Monitor actual performance against regulatory, contractual, and internal compliance requirements and identify adverse trends before they result in missed obligations or findings.
  • Document compliance exceptions, assess their potential impact, identify responsible corrective-action owners, establish completion dates, and monitor remediation through closure.
  • Escalate missed deadlines, data-integrity concerns, control failures, recurring exceptions, and material compliance risks to Contracts leadership.
  • Maintain organized and audit-ready evidence supporting calculations, determinations, approvals, certifications, reports, submissions, and corrective actions as it pertains to small business, 8a, and/or contractual specific compliance.
  • Support government reviews, SBA reviews, customer inquiries, internal audits, external audits, purchasing-system reviews, and other compliance assessments.
  • Coordinate responses to findings, observations, requests for information, and corrective-action plans and verify that corrective measures are implemented and sustained.
  • Develop, maintain, and periodically update compliance procedures, desktop guides, checklists, templates, workpapers, decision tools, and training materials.
  • Monitor changes to federal acquisition regulations, SBA requirements, agency supplements, contract clauses, reporting systems, and contract-vehicle instructions and assess their impact on company operations.

Entity and SBA 8(a) Program Management

  • Maintain a federal-contracting profile for each assigned company, including legal name, Unique Entity Identifier, CAGE code, SAM.gov status, NAICS codes, size status, representations and certifications, SBA certification status, 8(a) program term, contract vehicles, and points of contact.
  • Coordinate annual 8(a) reviews and prepare, collect, validate, and retain required continued-eligibility certifications, financial and organizational documentation, contract performance information, business-plan updates, and related support.
  • Monitor 8(a) program dates, certification milestones, annual financial statement requirements, business-development obligations, and other SBA reporting deadlines.
  • Monitor changes in ownership, control, management, organizational structure, primary NAICS code, business operations, or other circumstances that may require notification to or approval by SBA.
  • Coordinate Contracts support for applicable reports regarding benefits provided to Alaska Native shareholders and communities through participation in the 8(a) program.
  • Track entity-specific competitive and sole-source 8(a) awards, program-year activity, and issues that may affect eligibility for future awards.
  • Support preparation of 8(a) offering letters, acceptance packages, eligibility confirmations, and communications with SBA and procuring agencies.
  • Evaluate the Contracts impact of address changes, reorganizations, novations, legal-name changes, and CAGE or UEI updates and coordinate required changes across affected awards and systems.
  • Ensure entity information remains consistent across SAM.gov, SBA systems, government contract records, GSA systems, Costpoint, and internal contract files.

Business Activity Target Compliance

  • Monitor the applicable non-8(a) Business Activity Target for each assigned 8(a) entity in the transitional stage of program participation.
  • Maintain each entity's current program year, applicable target, 8(a) revenue, non-8(a) revenue, total revenue, and projected year-end position.
  • Establish and document a consistent methodology for classifying revenue as 8(a) or non-8(a) and reconcile calculations to contract and financial records.
  • Forecast Business Activity Target performance during the program year and alert Contracts leadership to projected shortfalls with sufficient time for action.
  • Coordinate the Contracts portion of annual Business Activity Target reporting and certification in support of the designated Compliance or SBA reporting owner.
  • Maintain calculation workpapers, management review, supporting records, submission evidence, SBA correspondence, and documentation of applicable good-faith efforts or corrective measures.

Limitations on Subcontracting and Performance of Work

  • Identify contracts and task orders subject to limitations on subcontracting, performance-of-work requirements, similarly situated entity rules, or other restrictions on subcontracted performance.
  • Determine and document the applicable calculation method, period of measurement, contract category, qualifying exclusions, and treatment of similarly situated entities.
  • Develop contract- and task-order-level compliance plans identifying anticipated prime performance, subcontracted work, similarly situated entity participation, and required source data.
  • Monitor actual and forecasted compliance using labor, subcontract, invoice, and cost data throughout the applicable contract, option, or order period.
  • Validate subcontractor size and socioeconomic status, applicable NAICS codes, similarly situated entity qualifications, and supporting representations.
  • Maintain complete calculation workpapers, assumptions, exclusions, source data, subcontractor information, reviews, and approvals.
  • Identify adverse trends and recommend corrective actions before the applicable measurement period ends.
