This position applies specialized knowledge of DoD business systems, data, policies, criteria, and funding processes to develop and validate facility requirements, support programming decisions, and produce defensible programming documentation.
The ideal candidate has hands-on experience with DoD programming, real property, requirements, and financial systems, such as RPLANS, GFEBS, HQIIS, ASIP, PAX, ECONPACK, NexGen IT, and iNFADS, together with a strong understanding of MILCON, FSRM, R&M, and other DoD funding streams.
This position is primarily focused on facility programming, DoD data systems, requirements validation, and funding expertise. The Federal Programming & Data Systems Specialist collaborates with planners, architects, engineers, GIS professionals, project managers, installation personnel, and government stakeholders to translate mission and facility needs into accurate data, defensible requirements, and executable programming documentation.
What You'll Do:
- Apply advanced knowledge of DoD real property, requirements, financial, and programming business systems, including RPLANS, GFEBS, HQIIS, ASIP, PAX, ECONPACK, NexGen IT, iNFADS, and related service-specific systems.
- Retrieve, analyze, validate, reconcile, and interpret information across DoD systems to support facility requirements, programming decisions, and funding strategies.
- Lead the technical development, validation, and quality review of DD Form 1391 programming documentation, including project scope, facility requirements, cost information, justification, supporting data, and alignment with applicable DoD programming criteria and funding mechanisms.
- Support the development of project scope, requirements, cost information, justification, and supporting data needed to advance facility projects through applicable DoD programming and funding processes.
- Evaluate facility requirements in the context of mission, military doctrine and regulations, organization, training, materiel, leadership and education, and personnel.
- Identify facility imbalances and evaluate potential courses of action based on mission requirements, authoritative data, applicable criteria, available funding mechanisms, and programming requirements.
- Provide programming, funding, requirements, and data systems expertise during project workshops, charrettes, and stakeholder engagements led by project planning or project management teams.
- Interpret DoD policies, regulations, business rules, and technical criteria and apply them to facility requirements, programming documentation, system data, and funding recommendations.
- Provide technical guidance and mentor team members in the effective use and interpretation of DoD real property, requirements, financial, and programming systems.
- Develop clear reports, analyses, metrics, quality-control documentation, and technical memoranda that communicate findings and recommendations to clients and project teams.
What You Need to Succeed:
- U.S. Citizenship.
- Minimum of 7 years of related experience; 10 or more years preferred.
- Four-year degree in Engineering, GIS/Geography, Information Systems, Data Analytics, Architecture, Business, Planning, or a related discipline. Equivalent relevant professional experience may be considered where appropriate.
- Experience supporting Federal or Department of Defense clients strongly preferred.
- Experience with military real property management, facility requirements development, DD Form 1391 preparation, and DoD programming processes strongly preferred.
- Advanced proficiency in Microsoft Office applications, particularly Excel, with demonstrated experience organizing, evaluating, reconciling, and communicating complex datasets.
- PMP or another certification relevant to facility programming, data systems, cost estimating, financial management, or project delivery preferred.
- Ability to travel periodically to client and installation locations, up to 25%.
Additional Requirements
- Demonstrated expertise in DoD facility programming, facility requirements development, real property data, or related DoD business systems.
- Experience retrieving, interpreting, validating, reconciling, and applying system data to facility programming and funding decisions.
- Demonstrated knowledge of DoD facility investment and funding processes, including MILCON, FSRM, R&M, and related funding mechanisms.
- Experience applying military-service-specific requirements-development methodologies, business rules, facility criteria, and programming guidance.
- Strong understanding of the relationships among mission requirements, real property data, facility needs, project scope, programming documentation, cost, and funding.
- Ability to interpret DoD policies, regulations, criteria, and business rules and translate them into actionable programming requirements.
- Excellent oral and written communication skills, including the ability to explain complex systems, data, programming, and funding requirements to technical and non-technical audiences.
