Finance & Budget Manager
Location: Flexible within the U.S. but requires access to a major U.S. airport for travel.
Position Type: Full-time
About Us
Partners for Public Good (PPG) is a nonpartisan team of doers who work alongside state and local governments to strengthen the operational systems—procurement, staffing, budgeting, and technology—that determine whether policy turns into results for residents. We go in alongside government staff through implementation, not just as advisors who deliver recommendations and leave, but as practitioners who stay until something has actually changed. Through our implementation work, applied research, and the Procurement Excellence Network—a practitioner community of more than 3,000 government professionals—we translate what we learn from individual governments into knowledge and tools that travel across jurisdictions. When government works, communities thrive.
Role & Organizational Impact
The Finance & Budget Manager is the day-to-day steward of PPG’s financial operations. This position maintains the accuracy and integrity of our financial records, manages our relationships with external accountants and auditors, and gives leadership, budget owners, and the Board the clear, timely financial information they need to make sound decisions.
The Finance & Budget Manager owns daily and monthly bookkeeping, the month-end close process, and the annual audit and tax cycle. The role also owns the tools and controls that keep PPG’s finances running smoothly: budget and forecasting tools, burn rate tracking, expense allocation across grants, expense reimbursement, invoicing, AR/AP tracking, and our financial controls SOP. Working closely with budget owners, the Manager will turn actuals and projections into practical conversations that support strong budget decisions.
The role reports to the Director, Finance & Operations. The Manager also partners closely with PPG’s Contracts & Compliance Specialist, supplying the financial information, allocation data, and tracking they need to monitor grant and contract compliance.
Responsibilities
Financial Operations & Bookkeeping
- Own day-to-day and monthly bookkeeping, including tracking expenses and revenues, data entry, and maintaining required documentation.
- Process all Accounts Payable (AP) and Accounts Receivable (AR).
- Maintain all finance and budget related trackers, including AR, AP, aging, outstanding balances, and follow-up on overdue items.
- Manage the staff expense reimbursement process in Bill.com, reviewing submissions for completeness, policy alignment, and correct coding.
- Lead month-, quarter-, and year-end close, working closely with our external accountants on reconciliations and other accounting needs.
- Prepare financial analyses and reporting for the CEO, COO, and Board.
- Develop and maintain PPG’s organizational budgeting and forecasting tools in Excel, along with the tracking that supports them.
- Meet regularly with budget owners to review actuals and projections against approved budgets, flagging variances, risks, and opportunities early.
- Support grant budgeting, financial reporting, and burn rate monitoring.
- Manage expense allocation across grants and budgets.
- Translate financial information into plain language for colleagues and leaders.
- Own PPG’s relationships with our external accounting firm and auditors.
- Own the annual audit and tax processes: manage vendors, develop timelines, provide requested information, update Director and COO on status, review for accuracy, and engage with Board audit committee.
- Own and maintain PPG’s financial controls SOP, keeping it clear and current, and drive consistent use across the organization through staff guidance, training, and follow-up.
- Identify and address financial control and compliance risks, escalating as needed.
- Partner closely with the Contracts & Compliance Specialist to support financial compliance and reporting requirements across PPG’s contracts and grants, providing the financial inputs that support their work, including grant budgets, expense allocation data, burn rate, and financial reporting schedules.
- Alert the Specialist to finance-related events that affect compliance, such as corporate insurance renewals or changes that require reporting to grantors.
- Coordinate with the Specialist and program staff so financial reporting deadlines are visible and met alongside programmatic reporting and deliverable deadlines.
- Follow and contribute to PPG’s Contracts and Grants SOP, and build financial processes that meet organizational compliance requirements.
- Help manage operations, vendor relationships, and procurement processes, and support special projects related to organizational growth and general operations.
- Support process improvements by identifying inefficiencies and proposing solutions and assist in drafting internal policies and procedural documentation.
Who You Are
We’re looking for candidates who are:
- Accurate and detail-oriented systems builders. You catch the miscoded expense, the unreconciled balance, and the missing receipt. You build and refine tools, templates, and procedures, with an eye toward consistency, accuracy, and scalability.
- Dependable owners of recurring processes. You manage daily, monthly, quarterly, and annual cycles with discipline and hit deadlines consistently.
- Strong managers of external experts. You work comfortably with accountants and auditors, set clear timelines, ask good questions, and review their work for accuracy.
- Clear communicators. You translate complex financial information into clear, accessible language for staff, budget owners, senior leadership and the board. You are comfortable answering questions, providing guidance, and raising concerns directly and constructively.
- Service-oriented collaborators. You build trusting relationships with budget owners, program staff, and operations colleagues.
- Proactive and risk aware. You anticipate problems, spot compliance gaps early, and bring them forward with options rather than waiting to be asked.
- Adaptable and collaborative team players. You thrive in a fast-paced environment, learn quickly, care for your colleagues, and pitch in when someone needs help. You are comfortable giving and receiving direct feedback.
- Mission aligned. You are motivated by the opportunity to help state and local governments strengthen core operational functions so that every resident has a government they can count on, every day.
Qualifications
- Three or more years of relevant professional experience in accounting, bookkeeping, or finance operations, preferably in a nonprofit, grant-funded, or professional services environment.
- Hands-on experience with day-to-day bookkeeping, month-end close, and reconciliation, including working with expense codes and classes.
- Experience managing or supporting an annual financial audit and tax process.
- Experience with AP and AR processes, including invoicing and tracking balances.
- Advanced proficiency in Excel, including building from scratch and maintaining existing budget and forecasting models.
- Experience with grant budgeting, expense allocation across funding sources, and funder financial reporting.
- Experience with accounting and expense management systems (PPG uses QuickBooks Desktop and Bill.com).
- Experience developing, documenting, or administering financial policies, procedures, or internal controls.
- Strong organizational skills, with the ability to manage multiple recurring deadlines and stakeholders simultaneously.
- Proficiency with technology tools that support collaborative, remote work (e.g., Teams, project management tools like Asana, and AI tools like Claude and Copilot).
- Willingness to travel occasionally, as needed (approximately 2-3 times per year).
