[ ABOUT THE PROJECT ] The Global South Project is an 18-month initiative (October 2026 – March 2028) to design, build, and deploy a scalable, secure, AI-ready analytics platform tailored to utilities and infrastructure operators across Global South markets. The project adapts Tenchijin's satellite-data and GeoAI capabilities to regions facing aging or rapidly expanding infrastructure, constrained budgets, and limited field-inspection capacity — delivering risk assessment and decision-support tools that improve infrastructure management workflows. All positions are contract-based and fully remote, operating as one distributed, cross-border team with English as the working language. [ ROLE SUMMARY ] You will own the people engine of the Global South project: recruiting a distributed, all-contractor team across borders, managing individual contractor agreements and compliance in multiple jurisdictions, and running onboarding that gets specialists productive fast. Operating between Tenchijin's Tokyo headquarters and a global contractor base, bilingual fluency in Japanese and English is essential. [ Reports To ] Project Executive Sponsor / Corporate HR [ Project Language ] English and Japanese — bilingual fluency strictly required [ KEY RESPONSIBILITIES ] - Own full-lifecycle recruitment for all project positions: sourcing strategy, screening, interview coordination with technical leads, offer negotiation, and closing. - Draft, negotiate, and administer individual contractor agreements; manage renewals, amendments, and terminations across the 18-month project timeline. - Ensure contractor-engagement compliance across jurisdictions: classification, tax/withholding considerations, IP assignment, confidentiality, and data-protection clauses — coordinating with legal counsel and (where used) EOR/contractor-management platforms. - Design and run global onboarding workflows: contracts, access provisioning coordination, project orientation, and cultural/communication norms for a distributed English-language team. - Track recruiting metrics (pipeline velocity, source effectiveness, offer-acceptance, time-to-fill) and report hiring status to project leadership in both Japanese and English. - Serve as the bridge between Japanese-speaking corporate stakeholders (HQ management, legal, finance) and the English-speaking global contractor team. - Manage contractor relations: performance-feedback processes, dispute resolution, engagement pulse checks, and offboarding with proper knowledge transfer. - Maintain accurate contractor records and documentation supporting audits and project governance.
