Workforce data governance across core HR systems is of critical importance at Signature Aviation. The Manager, HR Technology – Workforce Data owns master data management across HR technology platforms, including UKG, Oracle, LMS, and related integrations, while also shaping how master data is governed, monitored, and applied across those platforms. This is a manager-level role without direct people leadership responsibility — success depends on driving outcomes through influence, consultative partnership, and sound governance rather than formal authority.

This role partners with HR COEs, IT and other stakeholders to assess cross-system impacts of enhancements and configuration changes, and to guide the responsible use of master data across HCM tools. This role develops governance processes, coordinates data integrity activities, and helps define a consistent, enterprise-wide approach to workforce data management.

Essential Duties and Responsibilities:

  • Own master data management across core HR systems, including UKG, Oracle, LMS, and other HR systems and related integrations.

  • Assess downstream and upstream impacts when enhancements, configuration updates, integrations, or process changes are made in core HR systems.

  • Coordinate across HR, Payroll, Learning, Talent, Operations, IT, and other cross-functional teams to maintain data integrity.

  • Develop and implement master data governance processes, procedures, standards, controls, and documentation.

  • Lead analysis of workforce data issues, recurring defects, integration impacts, and data quality trends — including identifying solutions to surface, contribute to, or help resolve them.

  • Partner with platform owners to define data standards, field usage, ownership, validation rules, and process controls

  • Support major roadmap initiatives requiring workforce data analysis, cleanup, migration, mapping, or governance support

  • Support reporting team on data reporting needs, dashboards, control checks, and data quality routines to monitor workforce data health

  • Lead stakeholder discussions related to data definitions, data ownership, cross-system impacts, remediation priorities, and data governance decisions.

  • Provide guidance and education to analysts, HR COEs, and operational partners on data management procedures, data usage expectations, and quality standards.

Minimum Education and/or Experience:

  • Bachelor's degree in Human Resources, Information Systems, Data Analytics, Business, Technology, or a related field; equivalent experience may be considered.

  • Eight or more (8+) years of experience in HR data management, HRIS, master data management, data governance, HR technology, or related enterprise application support.

  • Experience with Oracle HCM, UKG, LMS platforms, HR integrations, workforce data, or related HR data ecosystems preferred.

  • Experience using Jira, ServiceNow HRSD and other similar project management and ticketing tools preferred.

  • Experience developing data governance processes, controls, data quality routines, reports, and cross-system impact assessments.

    Experience partnering with HR, IT, Operations, vendors and cross-functional stakeholders across multiple domains.

Additional knowledge and skills:

  • Advanced educational degree or equivalent work experience, education concentration in Information Technology, Human Resources, Business Administration or related field is preferred.

  • Strong understanding of HR processes, data structures, workforce data lifecycle, integrations, data ownership, and downstream impacts.

  • Strong analytical, problem-solving, and root-cause analysis skills.

  • Ability to translate complex data and related issues into actionable business and system recommendations.

  • Strong communication, facilitation, and stakeholder management skills, including the ability to explain technical concepts to non-technical audiences.

  • Ability to establish governance practices and influence cross-functional adoption of both data standards and data usage guidelines.

  • Ability to coach, mentor, and elevate the capabilities of junior analysts while maintaining personal accountability for platform outcomes.
  • High attention to detail and commitment to data quality, controls, and operational reliability.

  • Curiosity and adaptability to stay current on emerging HR data and technology trends.

  • Ability to coach and elevate the capabilities of analysts and project resources while maintaining personal accountability for platform outcomes.

  • Curiosity and adaptability to stay current on emerging HR technology, data, automation, and responsible AI trends.

  • Ability to work flexible hours and travel as needed; release, testing, or production support activities may occasionally require evening or weekend availability.
