Role:
JRC is a leading Malaysia based ESG guidance and advisory firm who supports public listed companies, in developing sustainability strategies, climate risk assessments, ESG KPIs and targets, risks assessment and framework development as well as development of policies, action plans and comprehensive sustainability reporting. As a member of the IFRS Sustainability Alliance and an IFRS-certified training partner for Integrated Reporting, JRC is also at the forefront of supporting Malaysian companies in implementing IFRS S1 and S2 sustainability and climate related risks and opportunities disclosures as well as the development of award-winning integrated reports.
We are looking for an experienced, self-motivated and hands-on Human Resources Manager who is able to independently manage the full HR function, to join our team on a full-time, semi-remote basis.
This role is ideal for HR generalists with strong expertise in Malaysian employment law, HR policies and SOP development, statutory compliance, payroll and employee administration, performance management, and recruitment.
Responsibilities:
- Independently manage the full spectrum of the HR function, covering HR policies, statutory compliance, payroll, recruitment, performance management, employee relations, and HR administration.
- Develop, implement, and maintain HR policies, standard operating procedures, and the Employee Handbook in line with Malaysian employment legislation and JRC’s operating needs.
- Ensure full and timely statutory compliance across EPF, SOCSO, EIS, PCB/MTD, HRD Corp levy, and all related laws, submissions, registrations, and returns.
- Prepare and issue employment contracts and letters of appointment, confirmation, variation, warning, and cessation of employment in compliance with prevailing legislation.
- Manage the end-to-end monthly payroll cycle, including computation, verification, disbursement, reconciliation, and year-end statutory documentation such as EA forms.
- Administer leave, attendance, claims, medical, insurance, and employee benefit schemes, and maintain accurate and confidential employee records in compliance with the Personal Data Protection Act 2010 and other related acts.
- Manage full-cycle recruitment, including manpower planning, job description development, sourcing, screening, interviews, offer negotiation, onboarding, and induction.
- Design and administer the performance management framework, including KPI setting, appraisal cycles, calibration, performance improvement plans, and the annual remuneration review.
- Conduct training needs analysis and coordinate learning and development programmes, maximising HRD Corp claimable training.
- Independently manage all HRD Corp-related matters, including employer registration and levy compliance, training grant applications, claim submissions, supporting documentation, verification, follow-ups and liaison with HRD Corp to maximise eligible training claims.
- Handle employee relations, disciplinary, and grievance matters end-to-end, including investigations, show-cause processes, and domestic inquiries, with proper documentation and due process.
- Drive employee engagement, wellbeing, recognition, and culture initiatives suited to a hybrid, project-driven consulting team.
- Prepare and present periodic HR reports and management dashboards covering workforce headcount, employee turnover, payroll costs, recruitment, training, performance management and statutory compliance.
- Coordinate the preparation and verification of workforce-related information for JRC's sustainability and corporate governance disclosures, including workforce diversity, employee turnover, training hours, occupational health and safety, and relevant labour practice indicators.
- Liaise with relevant government agencies, statutory bodies, external consultants and legal advisers on HR-related matters, ensuring timely follow-up, accurate submissions and resolution of compliance or employment issues.
- Support organisational development, internal governance, office administration and other operational initiatives as required, contributing to the effective management and continuous improvement of JRC's internal operations.
- Provide proactive HR advisory support to Management on employment legislation, regulatory developments, workforce planning, organisational structure, manpower budgeting, compensation, employee relations and HR-related risks, including recommending appropriate actions and policy improvements.
Requirements:
- Bachelor’s degree in Human Resource Management, Business Administration, Psychology, Law, or related disciplines. However, applicants with other professional qualifications supported by strong and demonstrable HR generalist experience are encouraged to apply.
- 5–8 years of progressive human resources experience, with proven capability to independently manage the full HR function, ideally within professional services, consulting, or an SME environment
- Strong working knowledge of Malaysian employment legislation and statutory requirements, including Employment Act 1955 and subsequent amendments, Industrial Relations Act 1967 and industrial relations practice, EPF Act 1991, Employees’ Social Security Act 1969, Employment Insurance System Act 2017, Income Tax Act 1967 (PCB/MTD) and year-end employer obligations, Occupational Safety and Health Act 1994 (as amended), Anti-Sexual Harassment Act 2022 and Personal Data Protection Act 2010, Pembangunan Sumber Manusia Berhad Act 2001 (HRD Corp levy and claims) and other related legislation.
- Demonstrated experience in developing HR policies, SOPs, and employee handbooks, rather than solely administering policies developed by others
- Hands-on end-to-end payroll experience, including statutory contributions, reconciliations, and year-end submissions, with proficiency in payroll or HRIS platforms
- Proven track record in full-cycle recruitment and in designing or administering performance management and appraisal cycles
- Sound judgement in handling disciplinary, grievance, and termination matters, with a clear understanding of due process and Industrial Court exposure
- Excellent command of written and spoken English and Bahasa Malaysia, with the professional writing skills to produce clear and well-structured policies, letters, and reports
- High level of integrity, discretion, and confidentiality in handling sensitive employee and remuneration information
- Strong organisational and prioritisation skills, with the ability to manage competing deadlines and work independently with minimal supervision
- Confident communicator and trusted advisor, able to engage credibly with Management while remaining approachable to employees at all levels
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and comfort with digital collaboration and HR technology tools
- Professional certification or membership such as MIHRM, CHRP, SHRM, or CIPD, experience implementing an HRIS, or exposure to ESG, sustainability, and human capital reporting would be an advantage
Restrictions:
- This is a full-time, semi-remote position. Candidates must be able to attend in-person team or client sessions as required.
- Open to Malaysian citizens only.
- Applicants seeking freelance, part-time are kindly advised not to apply.
- Serious applicants with a genuine interest in building and strengthening an HR function are encouraged to apply.
