The Division of Protection and Permanency seeks a driven, positive, and professional Human Services Branch Manager to lead and coordinate the Division’s Clinical Services and Medically Complex Foster Care Program. This position requires a strong clinical background and demonstrated knowledge of the behavioral health, medical, developmental, and trauma-related needs of children and youth in foster care, particularly those with complex or intensive needs.
The Human Services Branch Manager provides leadership, supervision, and coordination for Clinical Services and the Medically Complex Foster Care Program, ensuring that services and supports are responsive to the complex needs of the children and youth served. The position provides subject-matter expertise and programmatic support to the Assistant Director II and Division Director and contributes to the development, implementation, and continuous improvement of initiatives serving Kentucky’s vulnerable foster care population. The position also serves as a Division liaison and lead for contractual partnerships with statewide victim advocacy programs, requiring strong collaboration, communication, and program oversight skills.

Responsibilities and Duties include, but are not limited to:
- Facilitates and coordinates program operations regarding clinical consultations, healthcare oversight, and administration of the medically complex foster care program in person and virtually. Supervises staff, approves time, and completes performance evaluations. Identifies areas of growth in this programmatic work with a high acuity foster care population and makes recommendations for improvement.
- Negotiates, monitors, and administers contracts that include three large statewide victim advocacy programs, clinical services, and specialized placement programs. Serves as a liaison to placements in and out of state serving the high acuity and medically complex youth. Oversees monitoring of outcomes for specialized placement programs and reports to the Director. Requires in-person and virtual work.
- Participates in task forces, work groups, and committees as requested by the Office of the Director. Serves as a liaison for Division of Protection and Permanency, working across organizational lines to close gaps in programmatic work. Requires in-person and virtual work.
- Prepares reports, documents, and other materials to brief the Office of the Director and Office of the Commissioner regarding the programmatic work. Presents information to legislators, agency leadership, and leadership across partner agencies. Requires in-person and virtual work.
- Evaluates the quarterly and annual data reports from domestic violence programs, rape crisis centers, children's advocacy centers, and other clinical programs administered within the Division of Protection and Permanency. Requires in-person and virtual work.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Five years of professional experience in the administration of human services programs, emergency management services, emergency medical technician, paramedic, or related field.
Substitute EDUCATION for EXPERIENCE:
A master's degree in social work, health administration, labor relations, public or business administration or related field will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:
Administrative or business experience, or professional, subprofessional, or clerical work in a human services area, emergency management services, emergency medical technician, paramedic, or related field will substitute for the required education on a year- for-year basis.

Probationary Period
