Job Summary
The Techno-Functional Analyst, Supply Chain Systems supports, enhances, and optimize systems used for Global Supply Chain Management (SCM) operations. The role provides functional and technical support for assigned Oracle Supply Chain Management modules and related applications. Working closely with the GSCM team, business stakeholders, internal, and external service providers, the Techno-Functional Analyst helps analyze operational needs, document requirements, configure approved system changes, test enhancements, troubleshoot issues, maintain accurate system data, and delivers scalable business solutions. The Analyst collaborates with global, regional, and local teams to drive process improvements, support integrations, and ensure efficient and reliable supply chain operations through consistent execution of SCM systems-support activities.
Roles and Key Responsibilities
SCM Technical & Functional Support
- Analyze business requirements and design end-to-end business, process, data, and technology solutions that improve organizational effectiveness and user experience.
- Configure, support, and optimize SCM modules and technologies, including procurement, purchasing, inventory management, costing, and supplier management.
- Support system enhancements, maintenance activities, and implementation of projects while monitoring service performance, troubleshooting production issues, and driving root-cause resolution.
- Coordinate with software vendors, implementation partners, and support providers to resolve issues, manage enhancements, and ensure service quality.
- Conduct fit-gap analysis, solution design, testing, user training, deployment, and post-production support.
- Evaluate alternative solution approaches and recommend scalable, maintainable, and cost-effective options.
- Ensure solution designs align with enterprise architecture, security, data governance, and integration standards.
- Define, monitor, and report performance metrics while measuring and communicating business outcomes from process and technology improvements
- Provide functional and technical support for assigned Oracle Fusion SCM modules and related applications, ensuring reliable system operation and effective support for procurement, supplier management, purchasing, inventory, and related supply chain processes.
- Analyze user needs, business processes, recurring system issues, and available system capabilities to recommend practical improvements in functionality, data quality, process efficiency, and user experience.
- Coordinate the investigation and resolution of application issues with business users, IT teams, and external service providers, documenting findings and escalating complex matters through established support channels.
Business Analysis & Process Improvement
- Partner with stakeholders across the supply chain, procurement, finance, and operations to gather and document business requirements.
- Develop business, functional, and solution design documentation and collaborate with technical teams on integrations, data structures, workflows, reports, automations, and custom capabilities.
- Identify, prioritize, and lead continuous improvement initiatives while recommending process, policy, data, and technology changes that improve efficiency and user experience and reduce risk.
- Serve as a trusted advisor to functional stakeholders, helping align technology capabilities with operational and strategic objectives.
- Facilitate prioritization of enhancement requests, projects, and operational support activities.
- Develop and maintain the capability of roadmaps aligned with functional goals and organizational priorities.
- Partner with subject-matter experts stakeholders across the supply chain, procurement, finance, operations and users to gather, analyze, and document business requirements, workflows, functional specifications, and expected outcomes for system changes.
- Support the design, configuration, and implementation of approved enhancements, integrations, reports, workflows, and other system improvements in accordance with established architecture, security, governance, and change-control standards.
- Translate SCM operational needs into clear functional requirements and facilitate shared understanding among business stakeholders, technical teams, and service providers throughout solution development.
Data, Integration & Data Transformation
- Effectively Contributes in data migration, master data management, data quality, and data governance initiatives.
- Design and oversee data integration, workflow automation, and information exchange processes using enterprise integration and automation platforms.
- Collaborate with business and technical teams to ensure accurate, timely, secure, and scalable movement of data across enterprise applications.

Testing, Validation & Risk Management
- Lead testing strategies and execution activities, including functionality, integration, regression, user acceptance, and production validation testing.
- Ensure solution quality, compliance, security, data integrity, governance adherence, and operational readiness before deployment.
- Contributes to release planning, change management, deployment readiness, stakeholder communications, and governance activities while maintaining standards for documentation, testing, and change control.
- Assess and mitigate business, operational, technology, and data-related risks associated with system changes.
- Coordinate functional, regression, integration, and user-acceptance testing for system fixes, enhancements, upgrades, and new functionality, including the preparation of test scenarios, documentation of results, and monitoring of defect resolution.
- Support system and data integrity by maintaining assigned configuration and reference data, reviewing data quality, assisting with data conversion and validation, and monitoring interfaces and scheduled processes.
- Contribute to implementation and release-readiness activities, including documentation, user communications, deployment support, post-implementation monitoring, and identification of follow-up improvements.
Knowledge Management
- Contributes to team growth by sharing expertise, guiding colleagues, and helping build overall team capability.
- Contributes to cross-functional projects and initiatives, influencing decisions and driving alignment across business and technology stakeholders.
- Contribute to strategic planning, budgeting, roadmap development, and platform lifecycle management.
- Strengthen effective use of SCM systems by developing user guidance, process documentation, knowledge articles, training materials, and other resources that reinforce approved procedures and system practices.
- Analyze support trends and user feedback and share recommendations with Supply Chain and IT stakeholders to improve system adoption, support services, and business outcomes
- Provide system demonstrations, orientation, and training to SCM users and respond to functional questions within the assigned areas of responsibility.

Key Working Relationships:
Internal: Members of the Global Knowledge and Information Management (GKIM) Department, leaders of CRS' regional ICT organizations, ICT staff, and owners of CRS business systems.
External: NetHope and IT Vendors, peers from other NGO's and consortiums focused on use of ICT in the relief and development sector.
Basic Qualifications
- Bachelor’s degree in information technology, Computer Science, Engineering, Business, Supply Chain Management, or related field.
- Minimum of 6 years of experience supporting enterprise applications, ERP, SCM, procurement, finance, or operations platforms.
- Experience with business analysis, solution design, testing, deployment, and support.
- Experience with at least one full lifecycle ERP implementation.
Preferred Qualifications
- Master’s degree or relevant certifications.
- Experience with Oracle Fusion Cloud SCM.
- Experience with integration technologies and data migration.
- Experience mentoring analysts and leading cross-functional initiatives.
