Join us in building the digital foundation that moves Utah forward. The Division of Technology Services (DTS) seeks an experienced IT Project Manager to join the Enterprise Hosting team. This role leads complex, high-impact technology initiatives supporting the public and private clouds, DevOps environments, Enterprise Databases, and Desktop as a Service (DaaS) offerings that power the State of Utah. The IT Project Manager works at the intersection of technology and business, partnering with Cloud Architects, DevOps Engineers, DBAs, and agency stakeholders to turn complex requirements into successful infrastructure solutions. This role also plays a pivotal part in facilitating the Enterprise DevOps Center of Excellence (CoE), bridging enterprise and agency-level DevOps teams to co-create standardized "Golden Paths" and automate governance.

Key Responsibilities

  • Manage a portfolio of complex cloud, infrastructure, and DevOps projects supporting Enterprise Hosting.
  • Partner with enterprise hosting personnel and agency IT representatives to define project objectives, requirements, and deliverables.
  • Coordinate resources across multiple groups—including Cloud Solutions, Cloud Core Operations, Enterprise DB, and Desktop as a Service—within a matrixed environment.
  • Monitor project progress, risks, dependencies, budget, and resource capacity
  • Support the "InnerSource" collaboration model, ensuring teams efficiently share code, CI/CD templates, and Infrastructure as Code (IaC) modules.
  • Facilitate project planning, status meetings, sprint ceremonies, backlog refinement, and retrospectives.
  • Provide clear and timely project status reporting to sponsors, leadership, and external stakeholders.
  • Promote Agile principles and help infrastructure teams continuously improve how they plan, collaborate, and deliver.

Qualifications

  • Experience or foundational knowledge in managing software development, cloud, or IT infrastructure projects.
  • Familiarity with or exposure to Agile, Scrum, or SAFe methodologies.
  • Ability to assist in developing and maintaining project schedules, task lists, and tracking deliverables.
  • Working knowledge of work tracking tools such as Jira, GitHub, ServiceNow, or Lucid.
  • Understanding of basic risk management principles and ability to track project issues and priorities.
  • Experience coordinating across cross-functional teams and technical groups.
  • Experience organizing or participating in team meetings, planning sessions, and collaborative discussions.
  • Basic understanding of the Software Development Lifecycle (SDLC) and modern deployment practices.
  • Strong written, verbal, and organizational skills with high attention to detail.
  • Ability to collaborate with stakeholders, foster positive team dynamics, and support technical alignment.

Preferred or trainable/on-the-job qualifications:

  • Strong Jira knowledge, or willing to become an expert.
  • Experience working within the Scaled Agile Framework (SAFe) or another Agile-at-scale framework.
  • Direct experience designing, developing, or deploying software and infrastructure-as-code.
  • SAFe certification, Scrum Master certification, or a comparable Agile credential.
  • Experience with Lean-Agile frameworks and practices including Scrum, Kanban, and/or DevOps.
  • Experience managing technology projects involving cloud-native applications, AWS, Google Cloud, or Microsoft Azure.
  • Project management certification such as PMP.

Supplemental Information:

  • Employment contingent on passing a drug screening and a background check.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
  • Preference may be given to current Division of Technology Services (DTS) employees.
