SUMMARY OF DUTIES Reporting to the Marketing & Content Strategy Advisor, the Marketing Specialist is an execution-focused role responsible for leading high-visibility, enterprise-wide campaigns and ensuring that all marketing materials align with approved brand standards. The Specialist safeguards and evolves the City’s brand through persuasive, campaign-based messaging, consistent storytelling, and strategic promotion of programs, services, events, and initiatives that engage and reach city-wide audiences. The Specialist uses a 360-degree marketing approach to deliver integrated campaigns across all touchpoints, ensuring consistent messaging and a cohesive audience experience. By leveraging a mix of paid, owned, and earned media, the Specialist drives awareness, engagement, and participation across diverse communities while maintaining credibility, inclusivity, and alignment with organizational priorities. The role manages the enterprise editorial calendar, coordinates across channels and teams, and serves as the hands-on marketing lead for priority initiatives and reputation-sensitive campaigns. GENERAL DUTIES Responsible for marketing functions and uses a ‘best practices’ approach to identify innovative and creative marketing services, programs and technologies to meet the diverse community and City-wide needs. Working with a multi-disciplinary team to deliver communications to residents of Hamilton using a variety of marketing tactics, social media, digital platforms and traditional communications including developing and recommending new corporate and departmental goals/policies. Maintains and manages an enterprise-wide editorial calendar, coordinating campaign timelines, channel delivery, content production, and stakeholder engagement. Provides guidance on communications materials developed by internal teams to ensure alignment with brand strategy, voice, tone, and visual standards. Supports adoption and understanding of brand guidelines across departments, identifying brand risks or inconsistencies and recommending corrective actions Collaborates with internal stakeholders and external partners to ensure campaigns are inclusive, accessible, culturally competent, and aligned with organizational priorities. Monitors and report on campaign performance, engagement metrics, and brand impact, providing actionable insights for continuous improvement. Provides professional marketing and brand advice to management, senior leadership, and elected officials as required. Works with a team of professional staff and consultants working on marketing projects and initiatives by identifying project tasks, estimated costs, project schedules, milestones and budget. Researches, analyze, plan, develop and implement communications and marketing strategies and tactics for clients designed to assist in building positive relations with internal and external stakeholders. Works with City of Hamilton’s Communications staff in a strategic manor consistent with corporate communications. Liaises with Customer Service to ensure messages are shared with them for phone/email inquiries. Works under tight deadlines with confidential or sensitive information within the City Manager’s Office. Establishes and monitors service level indicators to enhance best practice service delivery levels and quality. Develops and recommends short and long-range marketing/communications business related service goals and objectives based on the strategic direction of the organization. Prepares verbal and written presentations to management and reports regularly on the status of projects, milestone achievements, fiscal status, change and risk management. Provides professional advice to management, Senior Leadership Team and members of City Council. Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to occupational Health and Safety. Performs other duties as assigned which are directly related to the major responsibilities of the job. QUALIFICATIONS Previous related work experience is normally acquired through the completion of a university degree in Marketing, Digital Marketing, Communications or a related field, or a combination of equivalent education and related work experience. Excellent verbal and written communication skills, with the ability to communicate appreciatively and effectively with all levels of staff, management, public/private sectors and the public. Demonstrated excellence in customer-based service. Excellent organizational and time management skills with demonstrated ability to plan and organize work, set priorities and meet deadlines. Knowledge of digital marketing, social media platforms, marketing automation, SEO, and emerging content technologies; familiarity with AI-powered content tools is an asset. Progressive work experience/knowledge in the areas of marketing research, marketing strategy, communication planning, communication technology and managing multi-disciplinary staff/consultants. Demonstrated experience with project management practices conducting marketing/communication studies and projects including advanced scheduling, resource planning, risk management and cost control. Excellent critical thinking, evaluation and analytical skills and the ability for long-term visioning and strategy. Demonstrated leadership and team-building skills along with demonstrated decision-making and problem-solving skills dealing with challenging situations. Demonstrated ability to lead initiatives independently, exercise sound judgment, and influence stakeholders at all levels. Excellent organizational, time management skills and multi-tasking. Knowledge of inclusive communications, plain language, accessibility standards, and culturally competent campaign delivery. Comfort working on reputation-sensitive or politically high-profile campaigns.
