Brief Job Description:
Laboratory Fiscal Branch Manager V
This ls a hybrid position working ln the office up to 3 days per week and ls eligible for telework for the remaining days{ Telework schedule ls subject to change. All HHS positions are subject to state and agency telework policies ln addition to the discretion of the direct supervisor and business needs.
Performs advanced (senior-level) managerial work overseeing the management of Public Health Laboratory Division budget and expenditures to ensure that all Division funds, including federal grant funding, is fully obligated and expended within the appropriate timelines. Plans and assigns the work of and supervises the members of the Fiscal Branch, which includes the Procurement Group, Invoices Group and Financial Analysts, to ensure coordination in the expenditure and tracking of funds, including capital budgets. Evaluates the Division’s business operations related to essential job functions and makes recommendations to the Laboratory Business Operations Unit (LBOU) Director for business operation improvements. Works under limited supervision of the LBOU Director, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
- (25%) Plans and assigns the work of and supervises the members of the Fiscal Branch, which includes the Invoices Group, Procurement Group and Financial Analysts, to ensure coordination in planning and tracking expenditures. Performs interviewing and selection, develops performance standards, provides performance evaluations, makes work assignments, performs counseling, approves leave requests, provides training and staff development, and makes final hiring decisions. Ensures that workload is completed in a timely and accurate manner by staff.
- (25%) Oversees fiscal operations, including the management of highly-complex Public Health Laboratory Division (PHLD) budgets and expenditures to ensure that all funds (e.g. state and federal funds, COVID grants) are fully obligated and expended within the appropriate timelines. Establishes, monitors, and evaluates goals and priorities for PHLD resource management and fiscal operations, including high-dollar contracts, grants and capital budgets and expenditures. Oversees budget and fiscal assignments. Provides technical assistance and problem-solving on fiscal issues. Provides technical guidance to staff and LBOU Director regarding budgeting, expenditures, invoices, capital purchases, contracts, grants, Legislative Appropriations Requests, Exceptional Item development, and capital authority requests. Ensures that PHLD budgets are accurate and meet expenditure goals. Monitors implementation and compliance with policies, procedures and legislation related to PHLD fiscal operations. Establishes and oversees tracking systems for grants and expenditures, including capital expenditures. Contributes to revision of revising laboratory fees and the cost accounting process.
- (20%) Oversees procurement activities, including the development of purchasing plans for the Public Health Laboratory Division (PHLD) to accommodate testing needs while accounting for variable revenue streams. Assists as needed with the development, revision, monitoring, and negotiation of procurements and contracts. Provides technical guidance to staff and LBOU Director regarding procurement and contracting activities. Oversees tracking systems for procurements and contracts, including capital purchases.
- (15%) Evaluates the Division’s business operations related to essential job functions and makes recommendations to the Laboratory Business Operations Unit (LBOU) Director for business operation improvements. Establishes, monitors, and evaluates goals and priorities for PHLD fiscal operations. Establishes and maintains training materials, policies and procedures for the Fiscal Branch. Provides analysis, evaluation, and reports as needed.
- (10%) Acts as liaison to the DSHS Chief Financial Officer, Budget Section, Funds Management and Coordination Branch, Contract Management Section, Procurement & Contracting Services, Internal Audit, and various HHSC/DSHS areas. Represents LBOU with external audits and investigations related to requisitions and procurements. Carries out special projects as requested by the PHLD senior leadership and/or senior DSHS staff. Represents LBOU in meetings, committees, task forces, and workgroups as requested.
- (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities (KSAs):

Registrations, Licensure Requirements or Certifications:
Certified Texas Contact Manager (CTCM) or Certified Texas Contract Developer (CTCD) preferred. If not, must obtain CTCM within first year of employment.
Initial Screening Criteria:
- Required: At least 3 years’ experience in a supervisory or team lead role required, including but not limited to human resources actions such as hiring, as well as planning, directing, and evaluating the work of others.
- Required: At least 3 years’ experience in budget, finance or accounting.
- Required: At least 3 years’ experience in procurement or contracting.
- Required: Experience in providing training and consultative and technical assistance to management or staff.
- Required: Experience improving processes, policies and procedures.
- Preferred: Experience with federal grants.
- Preferred: Experience with Legislative Appropriations Requests and state agency finance.
- Preferred: Bachelor's degree from a U.S. accredited institution with major course work in a related field.
