Learning & Development Director

Role Description The Learning & Development Director will lead the design, implementation, and evaluation of learning strategies that build the skills and capabilities of MOI personnel. This part-time, remote role is responsible for overseeing curriculum development, instructional design standards, and the effective use of learning management systems. Day-to-day activities include assessing training needs, developing leadership development programs, coordinating with subject matter experts, and ensuring alignment of learning initiatives with organizational priorities. The Director will monitor training outcomes, refine content based on performance data, and provide guidance to internal stakeholders on best practices in adult learning. The role also involves setting governance and quality assurance frameworks for training delivery and supporting continuous improvement across all learning programs.

Qualifications

• Strong expertise in Training & Development and Learning Management, including designing and overseeing large-scale training initiatives.
• Proficiency in Instructional Design and Curriculum Development, with the ability to create structured, engaging, and outcome-focused learning materials.
• Demonstrated experience in Leadership Development, including designing programs that build managerial and supervisory capabilities.
• Proven ability to conduct training needs assessments, analyze learning data, and measure program effectiveness using clear metrics.
• Experience with digital and blended learning solutions, including e-learning platforms and virtual training tools.
• Strong communication, stakeholder management, and collaboration skills, with the ability to work effectively in a remote, cross-functional environment.
• Background in public sector, defense, security, or large governmental organizations is highly beneficial.
• Relevant advanced degree (e.g., Education, Human Resources Development, Organizational Development, or related field) or equivalent professional experience.
