Lead the commercial approach for the Public Safety Mobile Broadband program, translating complex sourcing challenges into practical, deliverable outcomes.
This is an opportunity to influence a nationally significant program while shaping major commercial and procurement activities.
You will bring advanced commercial judgement, strong government procurement expertise and hands-on experience delivering complex sourcing activities. You will work across technical, multi-vendor solutions and collaborate with internal and external program teams in a complex national environment.
You will understand state and Commonwealth procurement requirements and be comfortable resolving difficult commercial issues within tight timeframes. Pragmatic and outcomes-focused, you will take ownership of delivery and influence stakeholders across jurisdictions, including representatives from public safety agencies.
About the team
This role sits within the Public Safety Mobile Broadband (PSMB) team in the NSW Telco Authority.
The PSMB team is shaping the next generation of communications for emergency services across NSW. We’re building the business case, delivery model and procurement approach that will improve connectivity and resilience for frontline responders when they need it most.
Your responsibilities will include
- Develop the commercial and procurement components of the PSMB approach-to-market, turning the agreed commercial strategy into clear, market-ready tender documentation.
- Work closely with technical, service design and program teams to bring requirements together into a coherent tender package that is practical, clear and ready for market.
- Shape the commercial model, contracting approach and supplier engagement needed to take PSMB through the procurement process.
- End‑to‑end procurement and sourcing strategies for large, complex and high‑value programs, including multi‑vendor and long‑term commercial arrangements
- Shaping and leading evaluation models involving jurisdictional participants and creating, shaping and managing negotiation planning ready for the program’s next phase.
- Providing authoritative commercial and procurement advice to senior executives and program leaders and influencing jurisdictional equivalent leaders within a high‑assurance (insw assurance framework), high‑profile environment.
- Contribute to business case requirements through effective analysis, evidence-based market data to support final business case preparation.
- Drive the commercial work through market release, managing commercial risks, decisions, dependencies, probity and assurance requirements along the way.

- Have significant (10+years) hands-on commercial and procurement experience in large ($700M plus), complex programs (ideally multi solution, multi-agency), including preparing major procurements for market (ideally that involve multi-vendor solutions).
- Deep commercial understanding and background in complex contractual environments (such as collaborative, consortia and other agreements that support upstream and downstream dependencies)
- Practical experience in reviewing legal documents and providing commercial advice for effective application and variations necessary to support program solutions.
- You will have strong government procurement experience, including tender documentation, commercial and contracting models, negotiation and supplier management.
