ORGANIZATION SUMMARY:

Housing Forward is the backbone organization leading one of the nation's most innovative and successful homeless response systems. Through the All Neighbors Coalition, Housing Forward aligns more than 150 public, private, and nonprofit partners to build a coordinated, data-driven system that resolves homelessness across Dallas and Collin Counties. Since 2021, the community has achieved five consecutive years of reductions in homelessness while Housing Forward has grown into a high-performing lead agency with more than 45 employees driving system strategy, performance management, and cross-sector collaboration.

Housing Forward is entering its next chapter by implementing bold strategies to ensure no one is forced to sleep outside. The organization seeks strategic leaders who thrive in complex environments, build alignment across diverse stakeholders, and embrace a culture of continuous learning, collaboration, and innovation to drive system improvement.

POSITION SUMMARY:

The Manager of Crisis Response translates Housing Forward's strategy to reduce unsheltered homelessness into coordinated measurable action across Dallas and Collin Counties. This position provides operational leadership for zone-based street response efforts, supervising Zone Coordinators, and ensuring strategies are effectively planned, executed, and monitored. The Manager maintains a comprehensive view of priorities, performance, timelines, barriers, and emerging risks across geographic zones, creating the structure and accountability necessary to advance individuals toward supportive services, treatment, and permanent housing, and achieve sustainable encampment resolution.

This role requires a highly organized, independent problem solver who can manage competing priorities, build effective partnerships, and maintain a clear view of the larger strategy. The ideal candidate balances urgency with sound judgment, empowers staff while maintaining accountability, and knows when to act independently, engage partners, or elevate decisions to leadership.

The Manager of Crisis Response reports to the Director of Crisis Response and directly supervises up to five Zone Coordinators.
