The Manager / Specialist, Impact & Evaluation advances ICTC's evaluation function across its portfolio of capacity-building programs and initiatives, ensuring that outcomes, participant experiences, delivery performance, funder requirements, and continuous improvement opportunities are measured, analyzed, and translated into actionable learning. Sitting within Strategic Growth and Impact, this role supports ICTC's growth agenda by strengthening evidence-based program improvement, funder stewardship, renewal strategies, and the development of evaluation and impact measurement services for external organizations. Reporting to the Director, Development and Public Affairs, the incumbent operates at the nexus of Program Management, Program Design, Business Development, Government Relations, Communications, Finance, and the Research & Policy team. The role coordinates program evaluation activities, supports the communication of impact evidence with internal stakeholders, advises on external stakeholder relationships, and ensures that key findings are shared across the organization to inform program design, delivery improvement, funding renewal, and strategic planning. The role also contributes to ICTC's external evaluation and impact measurement portfolio by supporting the design, development, positioning, and delivery of revenue-generating services for partners and clients. These may include evaluation frameworks, outcomes measurement plans, logic models, learning briefs, impact reports, funder-facing evaluation products, and advisory support related to workforce development, digital skills, innovation, and capacity-building programs. The position may be filled at either the Manager or Specialist level. At the Manager level, the incumbent will have greater accountability for evaluation strategy, cross-functional leadership, external representation, and leading complex engagements. At the Specialist level, the incumbent will emphasize hands-on analysis, tool and framework development, coordination, and delivery, while leading defined workstreams within their area of expertise. While this role helps coordinate and communicate ICTC’s impact measurement work, broader organizational impact measurement remains a collaborative exercise involving program teams, Strategic Growth and Impact, Communications, Research & Policy, and the Economics/LMI team where economic, labour market, or longitudinal analysis is required. The ideal candidate is analytical, collaborative, applied, and externally oriented—someone who can translate evaluation evidence into practical insight, support stronger program outcomes, contribute to business development opportunities, and help position ICTC as a credible provider of evaluation and impact measurement services. Key Responsibilities Evaluation & Measurement Strategy Design, implement, and continuously improve evaluation frameworks for ICTC’s portfolio of programs and initiatives, including logic models, theories of change, outcomes frameworks, indicators, data collection plans, and reporting cycles. Work with Program Design and Program Managers to ensure evaluation approaches are embedded early in planning and aligned with funder requirements, participant needs, delivery realities, and ICTC’s strategic objectives. Develop practical evaluation tools, templates, and processes that can be used consistently across programs and initiatives, while allowing flexibility for funder-specific and program-specific requirements. Support ethical, secure, and high-quality data collection practices in collaboration with program teams, Operations, Finance, and relevant data owners. Lead or coordinate ongoing monitoring activities with program managers to track program performance, outputs, outcomes, risks, and improvement opportunities. Develop, procure, and manage data collection and evaluation tools, processes, and systems to support high-quality, reliable, and ethical data capture. Data Analysis, Program Learning & Insight Generation Analyze program performance data, participant feedback, delivery trends, and qualitative evidence to identify lessons, risks, opportunities, and areas for improvement. Produce dashboards, briefs, summaries, and internal reports that translate findings into actionable recommendations for Program Managers, Program Design, Strategic Growth and Impact, and senior leadership. Prepare regular internal learning briefs highlighting what is working, what is not, and what should inform future program design, delivery models, renewal strategies, and funder engagement. Facilitate program learning sessions, reflection discussions, and cross-team conversations to ensure evaluation findings are translated into practical design and delivery improvements. Develop feedback loops so that evaluation findings inform renewal strategies, new program concepts, funder conversations, and organizational planning. Identify cross-program trends and recurring delivery insights that can strengthen ICTC’s capacity-building model across regions, sectors, participant groups, and funding streams. Ensure data integrity, consistency, and alignment with organizational and funder standards. Impact Coordination & Communication Coordinate the collection, synthesis, and communication of impact evidence across CBI programs, working collaboratively with Program Managers, Program Design, Communications, Business Development, and the Research team. Working with Communications and the Senior Development Strategist, translate evaluation findings and program performance data into accessible materials for internal audiences, funders, partners, and external stakeholders. Work with the Research team where broader economic, labour market, regional, sectoral, or longitudinal impact analysis is required, ensuring that program-level evidence is integrated appropriately into wider organizational impact narratives. Support Communications and Strategic Growth and Impact in developing case studies, impact summaries, stewardship materials, briefing notes, dashboards, and proposal evidence. Ensure impact claims are accurate, evidence-based, appropriately caveated, and aligned with available data. Support regular reporting cycles to ICTC leadership on program progress, impact evidence, performance risks, and opportunities for renewal or growth. External Evaluation Services & Business Development Support the development of revenue-generating evaluation and impact measurement services that ICTC can offer to external organizations, including evaluation frameworks, outcomes measurement plans, impact reporting, learning briefs, implementation reviews, and funder-facing evaluation products. Contribute to the development of ICTC’s external evaluation services portfolio by helping define service offerings, delivery models, sample scopes of work, pricing assumptions, timelines, and reusable templates. Work with the Director, Development and Public Affairs and business development colleagues to identify potential clients, funders, partners, and opportunities for external evaluation or impact measurement services. Support opportunity qualification for external evaluation work by assessing strategic fit, delivery feasibility, data availability, methodological requirements, timelines, risks, and revenue potential. Contribute evaluation content to proposals, concept notes, scopes of work, budgets, workplans, and pitch materials for external evaluation engagements. Participate in client discovery conversations, funder meetings, and partner discussions where evaluation or impact measurement expertise is required. Lead or contribute to the delivery of external evaluation engagements, ensuring high-quality methodology, client communication, project management, and final reporting. Develop reusable case examples and capability statements that position ICTC as a credible provider of applied evaluation and impact measurement services in workforce development, digital skills, innovation, and capacity-building contexts. Identify opportunities to convert ICTC’s internal evaluation expertise and program evidence into fundable advisory services, in collaboration with Strategic Growth and Impact, CBI, Research & Policy, and Communications. Quality Assurance, Risk Identification & Continuous Improvement Provide data-driven insights to Program Managers, Program Design, and frontline teams to strengthen program quality, delivery, and impact. Develop and maintain quality assurance processes to ensure programs are making progress against defined outcomes, funder commitments, and internal standards. Identify at-risk programs through data, monitoring, and stakeholder feedback, and work closely with program teams and leadership to diagnose issues and support corrective action. Support a culture of evidence-informed decision-making, continuous improvement, and organizational learning across CBI and Strategic Growth and Impact. Document and share lessons learned from program evaluations and external evaluation engagements to strengthen ICTC’s future program design, delivery, and business development practices. Reporting, Stewardship & Strategic Growth Support Lead or coordinate the development of final evaluation reports, presentations, impact summaries, dashboards, and learning products for internal and external audiences. Support the Director, Development and Public Affairs in preparing evidence-based materials for funder engagements, renewals, proposals, stewardship conversations, and government relations activities. Support Business Development and Government Relations by providing outcomes data, evaluation insights, and impact evidence for proposals, stakeholder briefings, renewal discussions, and strategic engagement. Collaborate with Communications and program managers to ensure evaluation findings are communicated clearly, accessibly, and appropriately for different audiences. Contribute to Strategic Growth and Impact’s broader growth and sustainability function by ensuring program evidence is organized, current, and usable for future funding strategies. Stakeholder Engagement & Collaboration Collaborate closely with Program Managers, Program Design, Operations, Finance, Communications, Research & Policy, Economics/LMI, and business development colleagues to align evaluation activities with organizational priorities. Represent ICTC’s evaluation and impact work in meetings with partners, funders, clients, and community stakeholders as needed. Build and maintain relationships with external evaluators, researchers, sector peers, and potential evaluation partners. Work with internal teams to ensure evaluation activities are practical, proportionate, and supportive of program delivery realities. Contribute to cross-functional planning processes by bringing forward evidence, insights, and lessons from ICTC’s program portfolio. What We’re Looking For Qualifications The level of appointment will reflect the successful candidate's depth of experience, demonstrated independence, leadership scope, and ability to manage complex evaluation engagements. Relevant experience in program evaluation, applied research, impact measurement, performance measurement, learning and evaluation, or a related field. Candidates appointed at the Specialist level will typically bring 2–5 years of relevant experience; candidates appointed at the Manager level will typically bring 5–7 years, including experience leading evaluation work, projects, or cross-functional initiatives. Experience evaluating workforce development, digital skills, education, employment, innovation, capacity-building, nonprofit, or public-sector programs. Strong knowledge of evaluation approaches, including logic models, theories of change, outcomes frameworks, KPIs, surveys, interviews, focus groups, qualitative analysis, quantitative analysis, and mixed-methods evaluation. Strong analytical skills, including comfort working with both quantitative and qualitative data. Demonstrated ability to translate data into insights and insights into practical recommendations for program improvement, funder reporting, and organizational learning. Excellent written and verbal communication skills, including experience producing evaluation reports, dashboards, presentations, briefing notes, or impact summaries. Demonstrated ability to work collaboratively across teams and manage multiple priorities, timelines, and stakeholders. Experience contributing to proposals, scopes of work, funder reports, client-facing deliverables, or external evaluation engagements. Strong project management skills and the ability to coordinate evaluation activities across multiple programs or projects. Commitment to equity, ethical data practices, privacy, accessibility, and community-centred evaluation. Preferred Experience in the nonprofit, workforce development, public policy, social impact, or public sector. Experience developing or delivering evaluation services for external clients, funders, partners, or third-party organizations. Familiarity with tools such as Salesforce, Excel, Power BI, Tableau, SPSS, R, NVivo, survey platforms, CRM systems, or similar tools. Experience supporting funder reporting, grant evaluation requirements, renewal submissions, or stewardship materials. Experience working with economists, labour market researchers, program teams, communications professionals, or business development leads to produce accurate and compelling impact evidence.
