The Role
We are seeking an experienced Mobility Manager to lead mobility strategy, multimodal transportation planning, mobility services, travel-demand management, public transport integration, shared mobility, active mobility, digital mobility solutions, stakeholder coordination, data analytics, and continuous improvement.
The successful candidate will develop and manage integrated mobility programs that improve accessibility, connectivity, network efficiency, customer experience, sustainability, and overall transportation performance.
Key ResponsibilitiesMobility Strategy
- Develop and implement comprehensive mobility strategies aligned with organizational, city, regional, and government objectives.
- Establish mobility policies, standards, frameworks, and performance targets.
- Develop short-, medium-, and long-term mobility plans.
- Identify opportunities to improve accessibility, connectivity, affordability, reliability, and sustainability.
- Integrate transportation, technology, land use, and customer needs into mobility strategies.

- Analyze travel patterns, trip purposes, origins and destinations, peak periods, and modal choices.

- Use data to support investment and service decisions.
Travel Demand Management
- Develop strategies to manage peak-period travel demand.
- Promote public transport, shared mobility, active transportation, flexible travel, and other alternatives to single-occupancy vehicles.
- Evaluate demand-management measures.
- Monitor behavioral and network impacts.
Mode Shift
- Develop programs that encourage shifts from private vehicles toward public transport, walking, cycling, shared mobility, and other sustainable modes.
- Identify barriers to adoption.
- Develop targeted mobility initiatives.
- Measure mode-share improvements.
Public Transport Integration
- Coordinate mobility strategies with public transport networks.
- Improve first-mile and last-mile connectivity.
- Support integrated scheduling and passenger information.

First-Mile & Last-Mile Mobility
- Identify gaps between homes, workplaces, destinations, and major transport hubs.
- Develop feeder, shuttle, micromobility, shared mobility, and other connectivity solutions.

Multimodal Journey Planning
- Support seamless journey planning across multiple transportation modes.
- Integrate travel information.
- Improve transfer coordination.
- Promote end-to-end mobility solutions.
Mobility Hubs
- Plan and optimize mobility hubs connecting multiple transport modes.
- Coordinate public transport, shared mobility, cycling, walking, parking, and passenger facilities.
- Improve accessibility and wayfinding.

Interchange Management
- Improve passenger transfers between modes.
- Reduce transfer time and complexity.

- Evaluate cycle routes, facilities, parking, and integration with public transport.
- Monitor cycling adoption and safety.

Accessibility
- Ensure mobility services are accessible to people with disabilities, elderly passengers, children, and people with reduced mobility.

Inclusive Mobility
- Assess mobility needs across different population groups.
- Identify underserved areas.
- Develop equitable mobility solutions.

- Support Mobility-as-a-Service initiatives.
- Integrate transport modes, journey planning, booking, payment, and passenger information.

Ideal Candidate
The successful candidate should have experience in Mobility Management, Transportation Planning, Public Transport, Urban Mobility, Integrated Transport, Smart Mobility, Transport Operations, or related disciplines.
The candidate should demonstrate:
- Proven experience developing or managing mobility strategies and programs.
- Strong understanding of multimodal transportation systems and integrated mobility.
- Experience with public transport, shared mobility, active mobility, or mobility-as-a-service initiatives.
- Strong knowledge of travel-demand management and mode-shift strategies.
- Experience analyzing mobility demand, passenger behavior, network performance, and travel patterns.
- Strong understanding of first-mile and last-mile connectivity.
- Experience working with public transport operators, mobility providers, government authorities, technology companies, and other stakeholders.
- Experience with mobility platforms, digital journey planning, integrated ticketing, or smart mobility technologies is highly advantageous.
- Knowledge of traffic management and transport planning is advantageous.
- Experience with EV mobility, micromobility, sustainable transport, or carbon-reduction programs is advantageous.
- Experience managing mobility pilots, innovation programs, or technology deployments is highly advantageous.
- Strong understanding of accessibility, inclusive mobility, and customer experience.
- Experience with transport modelling, forecasting, GIS, mobility analytics, or data-driven planning is advantageous.
- Knowledge of UAE mobility, transport, municipal, and smart-city environments is highly advantageous.
- Strong project, financial, procurement, contract, and stakeholder-management capabilities.
- Relevant degree in Transportation Planning, Urban Planning, Transportation Engineering, Mobility Management, Civil Engineering, Geography, Economics, Business, or a related field is highly advantageous.
- Recognized transportation, mobility, project-management, or planning certification is advantageous.
- Strong written and verbal English communication skills; Arabic is advantageous for UAE/GCC environments.
- Excellent strategic thinking, analytical, planning, communication, negotiation, problem-solving, and stakeholder-management skills.
- Ability to balance passenger needs, operational constraints, financial considerations, sustainability objectives, and government priorities.
- Ability to manage multiple mobility programs, operators, partners, technologies, and stakeholders simultaneously.
