The Reserve Bank of Australia is undertaking a significant technology infrastructure transformation that will modernise core capabilities and help position the Bank for the future.

About the team

Information Technology (IT) plays a critical role in delivering and supporting the technology capabilities that enable the Reserve Bank of Australia (RBA) to achieve its strategic objectives. As part of the next phase of our technology transformation journey, the Bank is strengthening the foundations of its technology operating model to enhance service delivery, organisational effectiveness, governance and ways of working.


The Operating Model Lead sits within the IT Workforce Enablement team and reports to the Manager, IT Workforce Enablement. The role will work closely with Executive leaders, the Infrastructure & Operations (I&O) Working Group, the IT Executive Team (ITET), and People and workforce planning specialists to drive the successful implementation of the future-state operating model.


About the role

As the Operating Model Lead, you will be responsible for leading the implementation of the Infrastructure & Operations operating model and driving transformation outcomes across people, process, governance and ways of working.


You will play a pivotal role in translating strategic operating model design into practical implementation, ensuring alignment across stakeholders, managing dependencies and enabling successful adoption across the technology function.


Key responsibilities include:

  • Leading the implementation of the Infrastructure & Operations operating model and ensuring delivery of key transformation outcomes.
  • Partnering with the I&O Working Group to plan, coordinate and drive implementation activities, decisions and delivery milestones.
  • Working closely with Executive stakeholders and the IT Executive Team to provide strategic advice, progress updates, risk management and recommendations.
  • Overseeing and executing stakeholder engagement, communication and adoption strategies to support successful change outcomes.
  • Refining operating model artefacts, implementation roadmaps and governance arrangements based on delivery insights and evolving business requirements.
  • Providing leadership and expertise in organisational design, workforce transition planning and people-related change initiatives.
  • Partnering with People, Culture and workforce planning specialists to ensure workforce strategies support future-state organisational requirements.
  • Leading change management and engagement activities to embed new structures, processes and ways of working.
  • Acting as a trusted adviser and transformation leader, influencing stakeholders and maintaining momentum throughout the implementation journey.
  • Monitoring progress, managing risks and dependencies, and proactively driving mitigation actions to ensure successful delivery.


About you

To succeed in this role, you will bring a strong combination of strategic thinking, transformation leadership and execution capability, together with a proven ability to influence senior stakeholders.


You will have:

  • Demonstrated experience leading large-scale operating model, organisational design, business transformation or workforce transformation initiatives.
  • A proven track record delivering complex operating model implementation programs within technology or enterprise environments.
  • Strong understanding of organisational effectiveness, governance models, workforce planning and contemporary operating practices.
  • Exceptional stakeholder engagement and influencing skills, with experience partnering with executive leaders and senior decision-makers.
  • Outstanding communication and facilitation skills, with the ability to engage and align diverse stakeholder groups.
  • The ability to balance strategic thinking with practical implementation and delivery.
  • Experience designing and delivering communication, engagement and change adoption strategies.
  • Experience partnering with Human Resources, workforce planning and business leaders on organisation-wide change initiatives.
  • Strong resilience, adaptability and problem-solving capability, with the ability to navigate ambiguity and drive outcomes in complex environments.
