Position Title:

Organizational Change Manager (Operations and Policy Analyst 3)

Job Description:

The Oregon Department of Justice is seeking an experienced and strategic professional to serve as our Organizational Change Manager (Operations & Policy Analyst 3) within the Administrative Services Division's Project and Portfolio Management Office (PPMO).

The primary purpose of this position is to lead, design, and execute enterprise-level organizational change management (OCM) strategies that ensure staff, managers, and leadership across the Department are prepared for, supported through, and successfully adopt major organizational, technological, and operational changes.

As a senior-level OCM practitioner, the Organizational Change Manager provides strategic guidance, oversight, and hands-on support for change management activities associated with complex, cross-divisional initiatives. While this role supports enterprise-wide efforts, it may also be assigned to provide focused support for a specific division with a significant volume of PPMO-managed work.

Serving as the agency's lead expert in change readiness, stakeholder engagement, communications strategy, and adoption planning, the Organizational Change Manager partners closely with executive sponsors, program leaders, project managers, business analysts, and division stakeholders to embed human-centered, data-informed change management practices throughout the project lifecycle. This position translates organizational strategy into coordinated OCM plans, aligns change efforts with enterprise priorities, and ensures that organizational impacts, risks, and workforce needs are proactively identified, addressed, and effectively managed.

Following the initial training period, this position may be eligible for hybrid work arrangement, subject to operational needs and approval by the hiring manager. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

Duties and Responsibilities (in part)

  • Organizational Change Management: Lead enterprise organizational change management (OCM) efforts using the Prosci ADKAR methodology, including readiness assessments, stakeholder engagement, change impact analysis, adoption planning, communication, training, coaching, and performance measurement. Develop and implement people-centered strategies that support successful adoption of organizational and programmatic changes while coordinating with leadership, sponsors, and vendor partners.

  • Strategic Planning and Initiatives Coordination: Support agency and program strategic planning efforts, ensuring alignment with organizational priorities. Collaborate across PPMO sections and agency divisions to standardize planning, documentation, benefit tracking, communications, and outreach activities while supporting timely and budget-conscious delivery.

  • Communication, Engagement, and Education: Develop and deliver OCM communications, training materials, coaching, and educational resources for leadership, staff, partner agencies, and stakeholders. Foster engagement, transparency, and readiness through consistent messaging and stakeholder support during organizational transitions.

  • Leadership and Program Support: Serve as a senior advisor on organizational change and strategic initiatives. Represent the Project and Portfolio Management Office in leadership discussions, provide OCM expertise to cross-functional teams, facilitate OCM planning efforts, and promote diversity, equity, inclusion, and organizational values throughout change initiatives.

  • Other Duties as Assigned
