Serco NaPosition Description & Qualifications Position Overview: Serco-NA is seeking a PIF/SDF Manager to support the Submarine Industrial Base (SIB) Supply Chain Team. This role is responsible for coordinating the administration, tracking, validation, and execution support of industrial base investments through the Partner Intake Form (PIF) and Supplier Development Fund (SDF) processes in support of NAVSEA and Team Submarine. This position plays a key role in planning and developing Acquisition Management solutions, working on mid-level initiatives and supporting clients through technical expertise. The position provides technical and managerial facilitating across the investment lifecycle, ensuring proposed investments are aligned to SIB priorities, supported by sound business and capacity analysis, and executed to achieve measurable improvements in supplier capacity, capability, resilience, and submarine production performance. Must be able to obtain a U.S. Department of War (DoW) Secret security clearance. In This Role, You Will: Support the SIB Supply Chain PIF/SDF investment portfolio from project identification and intake through evaluation, prioritization, approval, award support, execution, performance monitoring, and closeout. Provide technical and coordination guidance to cross-functional teams supporting industrial base investment planning and execution. Contribute to Acquisition Management analysis and transformation projects to include managing specific tasks as directed. Draft and maintain PIF/SDF governance processes, investment schedules, milestones, decision criteria, documentation standards, and risk management plans. Participate in analysis of program and resource requirements to include assisting with developing recommendations. Facilitate multiple concurrent investment actions and prioritize competing requirements based on submarine production impact, supply chain risk, capacity constraints, strategic alignment, and available funding. Coordinate with SIB Supply Chain marketspace leads, technical teams, NAVSEA Program Offices, contracting organizations, shipbuilders, suppliers, and other stakeholders to advance investment actions. Analyze proposed investments for scope, cost, schedule, technical feasibility, production impact, capacity improvement, risk reduction, and alignment with SIB strategic objectives. Conduct research on industry trends and best practices in Acquisition Management and analyze benchmark data to identify trends and best practices. Review investment packages, statements of work, cost estimates, and other work products to ensure completeness, quality, consistency, and compliance with customer requirements. Prepare executive investment recommendations, decision memoranda, portfolio reports, presentations, and status briefings for senior Government leadership. Interface with Government leadership and stakeholders for PIF/SDF portfolio status, investment decisions, execution risks, and funding priorities. Organize and facilitate investment governance meetings, project reviews, funding prioritization sessions, execution reviews, risk reviews, and corrective action activities. Support continuous improvement of PIF/SDF processes, procedures, templates, documentation, governance controls, and execution standards. Support meeting and workshop preparation and facilitation. Provide analytical support for annual and future-year SDF capital allocation planning, portfolio development, strategic investment planning, and funding realignment activities. Help project teams and stakeholders understand PIF/SDF processes, documentation requirements, governance expectations, and execution standards. Identify complex technical, programmatic, contracting, schedule, and execution issues that could affect investment outcomes. Support the identification and capture of new Acquisition Management opportunities. Track investment execution and validate that funded projects deliver intended capacity, capability, lead-time, throughput, quality, or supply chain resilience improvements. Travel as required to support supplier site visits, investment validation activities, audits, customer meetings, and program reviews. To be successful in this role, you will need: Bachelor's degree in Engineering, Business Management, Supply Chain Management, Operations Management, Finance, Acquisition, or related discipline. The ability to obtain a U.S. Department of War (DoW) Secret security clearance. Minimum 10 years’ experience with large, complex DoW or Federal programs, industrial base initiatives, investment portfolios, or supply chain programs. Experience collaborating with cross-functional teams supporting NAVSEA, Team Submarine, major defense acquisition programs, or industrial base initiatives. Experience supporting the development of project or investment portfolios, including project planning, prioritization, governance, schedules, risk management, and execution oversight. Knowledge of DoW acquisition, industrial base investment, project governance, financial controls, quality management, and contract execution. Experience briefing senior Government executives, SESs, and Flag Officers and developing executive-level decision support products. Experience coordinating project resources, schedules, budgets, funding requirements, deliverables, and stakeholder coordination across multiple concurrent efforts. Excellent written and verbal communication skills with demonstrated ability to translate complex investment and execution issues into clear leadership recommendations. Proven ability to work independently and in a team. Proficiency with Microsoft Project, Microsoft Office, Teams, SharePoint, and portfolio or project tracking tools. Strong technical and analytical skills. Ability to travel up to 10% of the time. Additional desired experience and skills: PMP certification highly desired. Experience with Supplier Development Fund (SDF), PIF, or comparable DoW industrial base investment programs preferred.
