Spain Program Manager, News Partnerships (Vendor) - Compliance Ops
Lisbon / Portugal | Remote
Project Description
The Partner Operations Specialist – Spanish Market will support Compliance Operations and the Spanish News Partnerships team in executing the Operational Go-to-Market Strategy in Spain for the CNMC commitments.
This role is crucial for ensuring the smooth day-to-day operations of all News Partnerships activities in the market. The supplier will act as the primary operational point of contact for the Compliance Operations Cluster Program Manager and the Spanish News Partnerships team, working across key processes and with the wider ENP vendor team to ensure all tasks are completed accurately and on time.
Key Responsibilities
1:1 & Scaled Deal Operations Support
- Maintain day-to-day operational support for both 1:1 and scaled deal workflows in the Spanish market.
- Validate 1:1 deal setups against program guidelines, verify the use of appropriate contract templates, and audit deal details to ensure they match executed contracts in Accord.
- Support the transition of the Spanish market to ENP 2.0.
- Resolve historical deal discrepancies, including underpayments, overpayments of annual offer amounts, retro payments, and one-off/bridge payments.
- Support the preparation and operational execution of annual refreshes for scaled deals and assist with new scaled offer extensions.
- Ensure deals, contract templates, and eligibility reviews are created, amended, and renewed on time.
- Ensure email and HC collateral is kept up to date.
Deal Hygiene, Deadlines & Compliance Tracking
- Track and resolve deal hygiene flags and anomalies in Newsforce on a daily basis.
- Monitor external deadlines in the obligations tracker and provide regular reporting and discrepancy flags to Partner Managers.
- Ensure compliance operations meet target timelines for external obligations, data report cases, and offer/data sharing.
- Proactively identify and flag potential process bottlenecks or upcoming deadline risks to prevent non-compliance.
Cross-Functional Collaboration & Scaled Partner Triage
- Support Partnerships, Legal, Regional Counsel, Commercial Counsel, and Competition Compliance teams by preparing data and documentation for 1:1 partner requests, contract amendments, and complex deal inquiries.
- Guide gTech teams on scaled partner triage workflows and assist with inquiries received through contact forms or "More Options" forms.
- Triage, manage, and draft partner communications, including challenges, overpayment notifications, and rate disputes.
- Escalate issues to the Cluster Program Manager or relevant cross-functional leads as required.
- Coordinate with Partnerships on partner communications, deal updates, and challenge resolution confirmations.
Data & System Integrity - Newsforce, Accord & Reporting
- Maintain accurate contract, payment, and domain data across Newsforce, Accord, and GPP.
- Validate deal data against contract terms and cross-reference domain ledgers against compliance eligibility matrices to prevent mispayments and duplicate domain entries.
- Collaborate with the Offer Calculation team to ensure accurate offers and calculations are uploaded to Newsforce.
- Support Annex III reporting workflows by verifying staging tables, contract links, effective dates, counterparty lists, and amendment mappings.
Process Management & Tool Testing
- Test new system features, bug fixes, and FRs in Newsforce prior to launch.
- Maintain and update operational playbooks, SOPs, escalation workflows, Deal Hygiene Daily Action Lists, and Go-to-Market documentation.
Key Deliverables
Deal & Compliance Status Reporting
- Regular reporting and status tracking on closed 1:1 deals, scaled deal extension/acceptance rates, and payment milestones.
- Operational dashboards and reports providing visibility into deal hygiene, external deadline compliance, and obligation tracking.
- Data compilation, verification, and anomaly reconciliation for Annex III compliance reports.
Operational & Query Triage Execution
- Triage and timely resolution of partner inquiries and challenge workflows across scaled and 1:1 channels.
- Prepare standardised communications and response templates in coordination with Legal/Counsel for partner outreach.
- Daily monitoring and resolution of vendor and partner tickets relating to applications, eligibility reviews, offers, deals, and payment adjustments.
Data Audit & Hygiene
- Reconcile deal logs against Accord contracts to identify and resolve data mismatches, retroactive payment errors, and overpayments/underpayments.
- Verify bulk data upload templates and data corrections in collaboration with calculation and upload teams.
Documentation & System Validation
- Maintain operational SOPs, escalation workflows, and market-specific playbooks covering areas such as deal corrections, challenge processing, and rate dispute handling.
- Document UAT results and validation sign-offs for newly released Newsforce features and workflows.
