Apply Description @Orchard LLC is seeking an experienced Program Analyst III to support the NOAA Office of Oceanic and Atmospheric Research’s (OAR) Headquarters Program. The Program Analyst III – R&D Ops Coordinator supports OAR's Chief of Staff Office by analyzing and organizing Research and Development (R&D) portfolio information, supporting transition-to-application assessments, developing leadership products, coordinating stakeholder requests, maintaining information resources, and supporting R&D meetings and events. This position is contingent upon contract award. Responsibilities Analyze OAR's R&D portfolio and assess NOAA's utilization of R&D across weather, ocean, and climate missions and the transition of R&D into applications. Support the integration of data science tools and techniques into portfolio evaluation activities. Develop Portfolio Evaluation Reports that include assessment narratives, transition-readiness metric matrices, and data-driven evaluation summaries. Develop research reports, white papers, presentations, fact sheets, information bulletins, briefing papers, educational materials, and other programmatic products. Provide analytical and administrative support for ad hoc stakeholder requests concerning R&D policy development, status, and assessment. Develop and maintain internal and external web content related to R&D activities and portfolio information. Design, implement, and manage mechanisms for collecting, tracking, and assessing R&D developments, activities, and publications. Create, edit, and quality-assess information resources for OAR leadership, including online tools, educational products, templates, and handbooks. Coordinate national and regional R&D portfolio meetings, including meeting materials, participant tracking, agendas, note-taking, facilitation, action tracking, and after-action reporting. Maintain high standards of analytical accuracy, written quality, organization, and usability for leadership-facing products. Requirements Bachelor's degree in business administration, environmental science, marine science, or related field. Master’s degree is preferred. Experience performing program analysis, research, business analysis, or analytical program support. Experience supporting R&D, science, technology, environmental, weather, ocean, or climate programs. Experience with data analysis, portfolio assessment, metrics, dashboards, or data visualization. Experience supporting executive offices or senior leadership. Experience developing web content, information resources, templates, or knowledge-management products. Strong written and oral communication skills, including experience developing professional reports, presentations, and briefing materials. Ability to collect, organize, assess, and synthesize information from multiple sources. Experience developing or maintaining structured tracking mechanisms, databases, spreadsheets, or similar information resources. Ability to support multiple priorities and deliver high-quality work with limited supervision. Must be available for occasional travel to the program HQ.
