Apply Description @Orchard LLC is seeking an experienced Program Analyst III to support the NOAA Office of Oceanic and Atmospheric Research’s (OAR) Headquarters Program. The Program Management III – Science Advisory & R&D Coordinator provides daily administrative, business, program, portfolio-management, and stakeholder coordination support to the R&D Enterprise Committee (RDEC) and associated NOAA research coordination activities. The position supports OAR leadership through executive briefing materials, portfolio reporting, task tracking, user support, research, communications, and meeting coordination. This position is contingent upon contract award. Responsibilities Review, monitor, and track correspondence, proposals, deadlines, and other business items supporting R&D and OAR research coordination activities. Conduct research that informs OAR and NOAA leadership and science advisory board committee members while remaining within the contractor's administrative and advisory role. Prepare executive briefing packages for R&D meetings and OAR leadership engagements, including agendas, logistics information, portfolio summaries, issue papers, technical background, and reference materials. Support NOAA research portfolio management through customer service, technical writing, documentation development, and user training for portfolio management systems. Provide training to new and returning users on data entry and data extraction from portfolio management systems. Coordinate activities internally with other NOAA line offices and NOAA executive leadership, as directed. Administer task tracking systems using tool and facilitate coordination between project management and development teams. Lead and coordinate user communications, including announcements, agendas, meeting minutes, responses to questions, and working-group activities. Conduct detailed data queries and develop portfolio-specific reports, presentations, white papers, fact sheets, information bulletins, educational materials, field guides, briefing papers, and other programmatic products. Coordinate national and regional meetings, including participant tracking, agendas, meeting materials, note-taking, facilitation, action tracking, and after-action reporting. Requirements Bachelor's degree in business administration, environmental science, marine science, or related field. Master’s degree is preferred. Experience in program management, project coordination, business operations, or administrative program support. Experience managing multiple workstreams, deadlines, stakeholders, and deliverables. Strong written and oral communication skills and demonstrated ability to prepare executive-level materials. Experience using data, tracking systems, or structured information to support program coordination and reporting. Ability to provide user support and explain processes or systems to new and returning users. Experience supporting Federal, research, science, technology, or executive-level programs. Experience with task/project management platforms. Experience preparing executive briefing packages, issue papers, reports, or portfolio summaries. Experience coordinating cross-organizational stakeholder groups. Proficiency with Microsoft Office or comparable productivity and collaboration tools. Must be available for occasional travel to the program HQ. Compensation: Competitive salary and benefits package commensurate with experience.
