About KVG
KVG LLC is an international mission support company headquartered in Gettysburg, Pennsylvania, with Program Management Offices worldwide. We deliver base operating and life support, expeditionary construction, logistics and commodities to U.S. military and Government customers under Navy, Air Force, Army, DLA and Department of State contract vehicles. Recent work includes ten miles of force-protection barriers on the southwest border, protective bunkers in the UAE, exercise life support in Japan and the Philippines, and bulk fuel delivery to Pine Gap, Australia.
About the role
KVG is bidding as a prime contractor on the U.S. Air Force Contract Augmentation Program VI (AFCAP VI), a multiple-award IDIQ run by the Air Force Civil Engineer Center (AFCEC) at Tyndall AFB, Florida. AFCAP delivers rapid-response construction, services and commodities for contingencies, exercises, humanitarian operations and installation support worldwide. The Program Manager is the senior key person on the contract: the Government names the PM in the award, and the PM leads KVG’s AFCAP VI Program Management Office.
The Program Manager is identified in our proposal and signs a letter of intent before proposal submission on 1 December 2026. Employment in the role begins at contract award, currently expected in late 2027, and carries a minimum 12-month commitment from that date.
Location
Remote within the United States; Gettysburg, PA or Tyndall AFB / Panama City, FL area preferred.
What you will do
- Lead the AFCAP VI PMO: Alternate Program Manager, primary and secondary 24-hour contacts, contracts managers, deployment managers and security manager.
- Own the AFCAP Management Plan (staffing, quick response, quality control, procurement, subcontract management, safety, security, property control, mission-essential services and combating trafficking in persons) and keep it accepted by the Contracting Officer.
- Serve in the 24/7 on-call rotation. Within one hour of the Contracting Officer’s call, respond with the authority to commit KVG’s funds and resources.
- Direct task order capture: proposals on Fair Opportunity Proposal Requests, binding proposals within 24 hours on urgent requirements, and the Task Order Management Plan, task-order quality control plan and mission-essential plan that accompany each proposal.
- Put KVG on site within 24 hours (CONUS) or 48 hours (OCONUS) of an urgent tasking. For classified taskings, respond in person at the AFCEC vault at Tyndall AFB or by secure video teleconference within two hours.
- Manage simultaneous task orders in dispersed locations: schedule, cost, quality, subcontractor performance, Government property, and reporting (FLASH reports, situation reports, monthly status and cost reports).
- Supervise the Site Manager and Alternate Site Manager on every task order.
- Oversee deployment readiness for prime and subcontractor personnel: Tyndall AFB processing, SPOT letters of authorization, medical and immunization standards, pre-deployment training and CAAF obligations.
- Manage firm-fixed-price, fixed-price-incentive and cost-reimbursable task orders, including draft-invoice pre-approval on cost-type work.
- Complete the Government’s AFCAP contractor training after award.
Minimum qualifications
These are the Government’s stated criteria for the position. Each one is verified from your resume, your experience narrative and the DoW security database, so please address each directly.
- U.S. citizen.
- Current, active SECRET clearance. Clearance eligibility, an expired clearance or a clearance in process does not meet this requirement.
- Five years of program management experience within the last seven years, with demonstrated expertise in each of the following:
- Government appropriations
- Air Force Mission Support functions, specifically Engineering and Force Support, or equivalent large-scale DoW/DoD installation services and base operations support
- Construction, services and commodities
- Government acquisitions
- Management of multiple task orders greater than $2 million each, performed simultaneously in geographically dispersed locations, or equivalent deployment experience
- Willing to sign a letter of intent committing to the role on award and to serve in it for at least 12 months.
- Able to deploy CONUS and OCONUS and to meet DoW contractor deployment standards (medical and dental screening, immunizations, pre-deployment training).
Preferred
- Experience on AFCAP, LOGCAP, WEXMAC, Navy base operating support or a similar contingency IDIQ.
- Experience managing cost-reimbursable task orders (CPFF, CPIF) and DCAA-compliant cost reporting.
- PMP or equivalent.
- Bachelor’s degree in engineering, construction management, logistics, business or a related field.
- Operating experience in CENTCOM, INDOPACOM, EUCOM/AFRICOM or SOUTHCOM.
How to apply
Apply through this posting and include the following:
- Resume with month and year for each position.
- A summary of the Government contracts and task orders you managed in the last seven years: customer, scope, dollar value, locations, your role, dates, and how many ran at the same time.
- Confirmation that your SECRET clearance is current and active, the agency that granted it, and a facility security officer who can verify it. Do not send a Social Security number; KVG’s security lead will collect verification details separately.
