Description

GOH is a small management consulting firm supporting the federal government since 1997 (www.gohnow.com). We are seeking a new team member experienced in military academic engagement, STEM opportunity marketing, and applicant recruitment to support our federal clients.

GOH is recruiting in anticipation of potential future openings that are subject to final approval and funding. No guarantee of position availability can be made at this time; however, candidate identification and preliminary interviews are being conducted to support timely hiring should authorization be granted.

Summary:

The Program Manager and Military Engagement Adviser guides the planning and execution of initiatives that connect cadets, students, faculty, military academic institutions, and research organizations with defense-related scientific and technical opportunities. The position brings practical understanding of Army and Department of Defense/Department of War (DOD/DOW) organizations, operating environments, decision processes, and professional protocols to GOH program design, stakeholder engagement, and service delivery.

Working with GOH leadership, the individual translates client objectives into executable plans, advises teams on military stakeholder needs, and oversees program performance, staffing, risks, and deliverables. The successful candidate can engage credibly with military leaders, government civilians, researchers, and academic partners while maintaining clear contractor responsibilities and Government decision authority.

Preferred experience emphasis: GOH seeks candidates who understand military organizations, customs, terminology, chains of command, and military academic environments. Relevant experience may include military service, DoD/DOW civilian or contractor support, military science or ROTC programs, service academies, Senior Military Colleges, or defense research and education programs.

Duties and Responsibilities:

  • Provide senior guidance on Army and defense organizational structures, chains of command, staff coordination, military culture, and decision-making processes relevant to assigned work.
  • Lead program planning and execution, including management plans, staffing approaches, integrated schedules, performance measures, budgets, quality controls, and risk mitigation.
  • Serve as a senior contractor point of contact for designated Government stakeholders; prepare briefings, recommendations, decision papers, and status reports and track commitments through resolution.
  • Develop engagement strategies for military colleges, service academies, ROTC and military science departments, defense laboratories, and other approved research and education partners.
  • Translate defense research and workforce priorities into practical approaches for recruitment, research matching, faculty engagement, participant preparedness, and career pathway development.
  • Oversee coordinated delivery across outreach, application processing, selection support, onboarding, participant services, website and database operations, and program evaluation.
  • Advise staff on military correspondence, professional protocols, institutional calendars, training obligations, access considerations, and effective communication with military and academic audiences.
  • Direct contractor personnel, assess workload, resolve cross-functional issues, and maintain accountability for deliverables.
  • Oversee participant financial and logistical administration, including stipend, travel, housing, and reimbursement coordination, subject to approved funding and applicable contract requirements.
  • Guide planning and delivery of research exchanges, technical symposia, campus engagements, workshops, and virtual events; evaluate results and recommend improvements.
  • Oversee startup, continuity, and transition planning; identify historical data gaps, operational dependencies, and schedule risks and establish corrective actions.
  • Ensure required reviews and approvals precede outreach releases, website changes, selection correspondence, and funded activities. Government officials retain selection, placement, access, clearance, and other reserved decisions.
  • Promote secure handling of sensitive program information and appropriate data sharing; ensure staff follow applicable privacy, security, records, and client approval procedures.
  • Provide military and defense subject-matter input to GOH capability development, staffing strategies, and proposal approaches, drawing on relevant experience and publicly available or otherwise authorized information.

The essential functions described are not a comprehensive list of duties. Responsibilities may evolve based on business needs and the scope of authorized work.

Requirements
  • Bachelor’s degree in business or public administration, program management, military science, education, a STEM discipline, or a related field.
  • Minimum of 10 years of progressively responsible military, defense civilian, or defense contractor experience, including at least five years leading programs, teams, or complex initiatives.
  • Substantial direct experience working within or supporting Army or other defense organizations, with demonstrated knowledge of military operations and administrative processes relevant to research, education, training, outreach, or workforce development.
  • Demonstrated ability to navigate military and civilian organizational interfaces, coordinate across command or staff structures, and communicate effectively with senior stakeholders.
  • Experience managing schedules, resources, performance, risks, and deliverables across multiple functions, institutions, or geographic locations.
  • Strong analytical judgment, executive writing, briefing, facilitation, and relationship-management skills; ability to translate strategic objectives into measurable actions.
  • Experience supervising or directing staff and coordinating multidisciplinary teams in a client-service environment.
  • Proficiency with Microsoft 365 and program management, reporting, collaboration, and data-analysis tools.

Preferred Qualifications

  • Prior commissioned officer, warrant officer, senior noncommissioned officer, defense civilian leader, or senior defense contractor with experience comparable to this position; no specific military rank is required.
  • Direct experience with Army research and development organizations, defense laboratories, Army Cadet Command, ROTC, Senior Military Colleges, or service academies.
  • Experience supporting DOD/DOW STEM research, cadet development, faculty engagement, fellowships, internships, or military talent development initiatives.
  • Familiarity with federal contract performance, COR and contracting officer interfaces, Government reporting, travel administration, and installation or system access procedures.
  • Master’s degree, relevant professional military education, Project Management Professional certification, or comparable leadership and program management credentials.
