Program Manager (Remote)

Overview

GovCIO is currently hiring for a Program Manager to lead cross-team, multi-vendor coordination that keeps the VA's patient-generated health data (PGHD) ecosystem running reliably, supporting the Veterans Health Administration (VHA) Office of Connected Care. This role oversees delivery across the VA's PGHD applications, Validic's aggregation platform, and emerging integrations such as Google Health, spanning technical alignment, stakeholder management, cross-team orchestration, and data-quality oversight. The Program Manager enables national-scale delivery of device-derived health data to VA clinicians and Veterans, aligning program goals, stakeholder needs, and technical execution to mission-critical outcomes. Strong candidates bring program management and Agile delivery experience, plus the ability to navigate complex enterprise healthcare systems.

This is a fully remote (United States) position and may require up to 10% travel for quarterly reviews.

Responsibilities

The Program Manager coordinates delivery across multiple products, vendors, and teams in a matrixed environment, supervising staff who may or may not be supporting the work this position functionally oversees. This role aligns efforts across engineering, integration partners, and system owners; manages schedules and status reporting; resolves issues to meet productivity, quality, and client-satisfaction goals; and monitors progress across the portfolio, stepping in to solve problems with team members and stakeholders. Generally reports to a Senior Program Manager or Portfolio Lead.

• Supervise staff in a matrixed environment, including performance oversight, coaching, hiring, and professional development, recognizing that direct reports may or may not support the work this position functionally oversees
• Lead cross-functional coordination between VA teams, Validic, and third-party device vendors, aligning priorities, managing issue remediation, and communicating progress across CGM (Abbott, Dexcom), nutrition and sleep data pathways, and new device integrations
• Drive the Google Health API transition across the VA's PGHD applications and pipelines, managing discrepancy tracking, SQA testing follow-ups, OAuth/CASA approval workflows, and vendor inquiry resolution to keep step, energy-burned, resting heart rate, and sleep metrics accurate as legacy device APIs sunset
• Coordinate investigation and resolution of data-quality issues across multiple sources (for example, duplicate CGM records, dropped components in sequential updates, conflicting event ID updates, and observation-volume drops following SDK changes), synthesizing findings for pipeline teams and Validic engineering
• Facilitate vendor partnerships and support negotiations for new integrations, driving expansion efforts such as new CGM and activity-data pathways and the API and org-settings updates they require
• Manage pre-read and action-item workflows to ensure productive, well-prepared coordination sessions, producing pre-read materials, organizing agendas, and maintaining cross-team action logs across CGM, device mapping, pipeline fixes, and API transitions
• Oversee alignment across PGHD applications, mobile and web teams, and downstream pipelines, ensuring synchronized release planning, remediation of SQA-identified issues, correct application of device-definition rules, and consistent handling of edge cases
• Manage integrated program plans, including risk and status reporting
• Resolve cross-team blockers and escalate risks to leadership as needed
• Provide oversight of sprint planning, execution, and retrospectives across teams, ensuring they are carried out effectively and meet delivery goals
• Serve as a central liaison across VA digital health programs, collaborating with PGHD governance groups, clinical SMEs, OIT, pipeline engineering, and product teams to maintain unified progress toward national PGHD goals
• Manage vendor and integration partner deliverables, ensuring quality standards are met
• Advise clients on strategic and technical solution options

Qualifications

Required Skills and experience

• Bachelors degree with 12+ years experience (or commensurate experience)
• Experience supporting federal programs or within the VA/OCC environment
• Familiarity with health data integration platforms such as Validic, or with CGM/remote patient monitoring data (for example, Abbott, Dexcom)
• Experience with health data API transitions or integrations such as Google Health or similar device APIs
• Experience with native mobile (iOS and Android) and web product delivery
• Background working with patient-generated health data (PGHD) or clinical data sources
• Knowledge of compliance standards, OAuth/CASA workflows, or healthcare-related systems
• Familiarity with modern tech stacks, APIs, cloud platforms, or DevSecOps
• Experience with backlog tools such as Jira, Azure DevOps, or similar
• Experience working with distributed, remote teams

Clearance required: Ability to obtain and maintain a Suitability/Public Trust clearance.

Posted Salary Range

USD $150,000.00 - USD $160,000.00 /Yr.
