Missing Link Security is seeking an experienced Program/Project Manager to lead delivery of the Office of Head Start (OHS) Training and Technical Assistance Data Platform, known as the TTA Hub, in support of the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF).


The TTA Hub is a live web application used by OHS to capture, share, and analyze training and technical assistance data. Since its launch in 2021, regional TTA contractors have submitted more than 56,000 activity reports through the platform. The selected Program/Project Manager will lead the transition and ongoing delivery of this established system, keeping the contractor team and Government stakeholders aligned while supporting continuous releases, system improvements, and evolving OHS priorities.


This is a Key Personnel position and will be named in our proposal.


Responsibilities

  • Provide overall project leadership and delivery oversight for the TTA Hub, from transition of the existing system through ongoing operations, maintenance, enhancement, and release activities.
  • Develop and maintain integrated project and transition plans, including scope, milestones, resource requirements, dependencies, risks, and change control.
  • Work closely with the OHS Product Owner to translate Government priorities into coordinated delivery plans while maintaining visibility into schedule, resources, risks, and dependencies.
  • Lead Agile/Scrum ceremonies and coordinate work and dependencies across software engineering, DevOps, data, UX, quality assurance, security, training, and other functional areas.
  • Manage project performance using roadmaps, sprint metrics, executive dashboards, risk and issue tracking, and corrective action plans.
  • Prepare and deliver executive-level project reporting, including monthly status reports, spending by task, progress against commitments, emerging risks, and recommended corrective actions.
  • Own and manage the contractual deliverable schedule, ensuring required deliverables, meeting materials, minutes, reports, and other project artifacts are accurate and submitted on time.
  • Facilitate Government and contractor meetings, including preparation of agendas, documentation of decisions and action items, and timely distribution of meeting minutes.
  • Lead transition-in and transition-out planning and execution, including knowledge transfer, property inventory, documentation, and required closeout activities.
  • Maintain the project's urgent-issue escalation roster and coordinate customer notification and response when significant production incidents occur.
  • Lead post-incident reviews and ensure corrective actions, lessons learned, and follow-up activities are documented and incorporated into future planning.
  • Identify delivery risks, resource constraints, cross-team dependencies, and potential schedule impacts early and work collaboratively with Government and contractor stakeholders to resolve them.
  • Maintain clear, consistent communication with Government stakeholders regarding project status, priorities, risks, decisions, and upcoming activities.
Requirements
  • Eight (8) or more years of experience leading complex software or digital-service delivery efforts.
  • At least four (4) years of experience directing Agile teams and reporting to Government stakeholders.
  • Bachelor's degree in a relevant field or equivalent demonstrated experience.
  • Demonstrated experience with Agile and Scrum delivery methodologies, with the ability to incorporate tailored Waterfall practices when appropriate.
  • Experience developing and managing project roadmaps, integrated schedules, sprint metrics, resource plans, risks, dependencies, and change control.
  • Experience with budget forecasting and tracking expenditures by task or workstream.
  • Strong risk, issue, and change-management skills.
  • Demonstrated ability to lead cross-functional technical teams and coordinate dependencies across multiple disciplines.
  • Strong facilitation and negotiation skills, with the ability to align technical teams, program stakeholders, and Government leadership.
  • Experience preparing and presenting project status, performance metrics, risks, corrective actions, and other executive-level information.
  • Strong written and verbal communication skills and experience communicating within a Federal contracting environment.
  • U.S. citizenship required.
  • Ability to obtain and maintain a Public Trust clearance and obtain a Personal Identity Verification (PIV) card.

Preferred Qualifications

  • Experience supporting Federal digital-service or software-development programs.
  • Experience supporting HHS, ACF, or similar Federal health and human-services organizations.
  • Familiarity with Federal digital-service governance and delivery requirements.
  • Experience assuming responsibility for an existing production application from an incumbent contractor, including transition planning, knowledge transfer, continuity of operations, and stabilization.
  • Experience managing multidisciplinary teams that include software engineering, DevOps, data and analytics, UX, QA, cybersecurity, and training/user-support functions.
  • Experience supporting production applications with recurring Agile releases and operational incident-response requirements.

Ideal Candidate

The ideal candidate is an experienced delivery leader who is equally comfortable managing the details of a complex software program and communicating with senior Government stakeholders. This individual can bring structure to a multidisciplinary Agile team, maintain visibility across multiple simultaneous workstreams, and keep delivery moving while priorities and requirements evolve.


We are looking for someone who takes ownership of commitments, identifies risks and dependencies early, communicates clearly, and understands that successfully taking over an established Government application requires both disciplined transition planning and continuity for its existing users. The successful candidate will be collaborative, highly organized, proactive, and capable of balancing contractual requirements with the practical realities of delivering and operating a production digital service.
