Position: Project Leader Location: Brussels (Hybrid remote options available) Contract Duration: September 14, 2026 – December 31, 2026 (Initial 4-month assignment with potential extension) Working Hours: Full-time (40 hours/week with flexible schedule options) Position Overview We are seeking an Expert Project Leader to oversee the full lifecycle of ICT and Data solutions—from initial requirements gathering to final implementation. Operating in a hybrid role that bridges Project Management, Product Ownership, and Business Analysis, you will be responsible for defining As-Is and To-Be business processes, facilitating stakeholder workshops, and guiding development teams within a public-sector environment. This role is ideal for a structured communicator who can translate complex business needs into clear, actionable technical deliverables while ensuring integration into established organizational methodologies. Key Responsibilities End-to-End Project Execution: Drive project delivery according to scope, quality, timeline, and budget parameters following established institutional standards. Process Engineering & Analysis: Map, analyze, and define current and future business processes to guide technological implementations. Requirements & Deliverable Management: Draft and maintain functional specifications, process definitions, user stories, and technical alignment documents that developers can directly execute. Stakeholder Facilitation: Plan, lead, and moderate workshops and meetings with cross-functional business stakeholders, ensuring clear communication and proactive risk escalation. Technical & Business Alignment: Ensure the implemented solutions conform to agreed-upon business designs and fit smoothly within existing operational and IT environments. Team Guidance: Structure work streams for development teams, translate abstract concepts into actionable tasks, and maintain cross-departmental alignment. Core Competencies & Skills Technical & Methodological Expertise Project & Delivery Management: Expert-level knowledge in project delivery, risk monitoring, and scope control. Process Modelling: Expert proficiency in BPMN and business process mapping. Requirements & Agile Engineering: Expert skill in requirement gathering, TFS (Team Foundation Server) / Azure DevOps, and Product Owner methodologies. Cross-Functional System Analysis: Ability to evaluate organizational impact across multiple divisions and assess system integration requirements. Behavioural Competencies Communication & Facilitation: Outstanding active listening and workshop moderation capabilities. Conceptual & Critical Thinking: Demonstrated ability to convert abstract reasoning into practical, structured solutions through targeted data analysis. Advisory & Trust-Building: Strong interpersonal skills to build credibility and serve as a trusted partner to both technical teams and executive business leads. Language Requirements French & Dutch: Active working knowledge (understanding, speaking, and writing technical and process documentation) in both national languages. English: Active working knowledge for technical alignment and documentation.
