Position Title: Technical Project Manager
Location: Remote

POSITION SUMMARY
The IT Project Manager is responsible for planning, coordinating, and delivering complex federal government technology initiatives within a large-scale system-of-systems environment. This role oversees interconnected applications, infrastructure, data exchanges, retail systems, and point-of-sale (POS) platforms that support mission-critical operations. The Project Manager leverages Agile methodologies to lead cross-functional teams, manage dependencies across multiple technology domains, and ensure successful delivery of products and services that align with federal agency objectives.
This position serves as the primary liaison between government stakeholders, product owners, technical teams, vendors, and contractor personnel, ensuring projects are delivered on time, within budget, and in compliance with federal requirements.
RESPONSIBILITIES
Project & Program Management
- Lead multiple concurrent IT projects supporting federal government programs and enterprise modernization initiatives
- Develop and manage project schedules, integrated master plans, budgets, resource plans, and delivery roadmaps
- Oversee project execution from initiation through implementation and operational transition
- Track project performance, milestones, dependencies, risks, and contractual deliverables
- Ensure alignment between business objectives, technical solutions, and program priorities
System of Systems Management
- Manage delivery within a complex system-of-systems architecture consisting of interconnected applications, databases, cloud platforms, APIs, middleware, retail systems, payment platforms, inventory systems, and reporting solutions
- Coordinate activities across multiple product teams and technical domains to ensure end-to-end solution integration
- Identify and manage cross-functional dependencies affecting schedules, releases, and operational readiness
- Facilitate integration testing, release planning, and deployment activities across interconnected systems
- Ensure data integrity, interoperability, and seamless information exchange between systems
Retail and Point-of-Sale (POS) Systems Leadership
- Manage initiatives involving retail operations, point-of-sale systems, payment processing, inventory management, pricing, promotions, customer transactions, and reporting capabilities
- Coordinate enhancements and upgrades to POS platforms while minimizing operational disruption
- Collaborate with business stakeholders to translate operational requirements into technical solutions
- Support implementation and maintenance of retail technology solutions, including transaction processing, inventory synchronization, product catalogs, and financial reconciliation systems
- Ensure compliance with security, financial, and operational requirements affecting retail and payment systems
- Monitor performance and availability of retail applications to support business continuity and customer service objectives
Agile Delivery Management
- Lead Agile teams utilizing Scrum, Kanban, SAFe, or hybrid methodologies
- Facilitate Agile ceremonies, including Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews, and Retrospectives
- Partner with Product Owners to prioritize features, epics, and user stories based on mission priorities and business value
- Use Agile metrics and reporting to measure team performance and delivery effectiveness
- Drive continuous improvement initiatives to enhance team productivity and delivery quality
Stakeholder Engagement
- Serve as the primary point of contact for government leadership, program offices, business owners, and contractor partners
- Prepare and present executive briefings, dashboards, performance metrics, and status reports
- Manage stakeholder expectations and communicate program progress, risks, issues, and mitigation strategies
- Facilitate governance meetings, Integrated Product Team (IPT) meetings, and Program Management Reviews (PMRs)
Risk, Issue, and Dependency Management
- Establish and maintain project risk registers, issue logs, and dependency trackers
- Proactively identify and mitigate technical, operational, financial, and schedule risks
- Coordinate risk response activities across multiple project teams and stakeholders
- Escalate critical issues and recommend corrective actions to leadership
Compliance & Governance
- Ensure adherence to federal policies, cybersecurity requirements, privacy regulations, and organizational standards
- Support audit readiness, program reviews, and operational assessments
- Maintain project documentation, release plans, technical artifacts, and program records
- Contribute to organizational process improvement and technology modernization efforts
QUALIFICATIONS
- Must be able to obtain and maintain the appropriate VA background investigation and PIV credential required to perform the role
- Bachelor's degree in Information Technology, Computer Science, Information Systems, or a related field (or equivalent combination of education and experience) Additional relevant experience may be substituted for education in accordance with contract guidelines.
- 15+ years of experience managing complex IT projects or programs
- Experience supporting federal government agencies or large public-sector environments
- Demonstrated experience leading Agile software development and technology modernization initiatives
- Experience managing enterprise systems, system integrations, or system-of-systems environments
- Experience managing retail technology, point-of-sale systems, transaction processing, inventory management, or related operational platforms
- Strong knowledge of Jira, Azure DevOps, Microsoft Project, Confluence, and Microsoft Project Online.
- Excellent communication, leadership, and stakeholder management skills.
- PMP Certification preferred
- Certified Scrum Master (CSM), PMI-ACP, SAFe Agilist, or equivalent Agile certification
- Preferred: Experience supporting large-scale retail operations, enterprise commerce platforms, or distributed transaction systems
WORKING CONDITIONS
Standard Business hours are Monday through Friday. Occasional extended or weekend hours may be required based on operational needs. Must have reliable internet service that allows for effective telecommuting.
PAY RANGE
The base salary range for this position is $125,000 to $135,000 annually, depending on geographic work location, relevant experience, skills, education, internal equity, security clearance, and contract requirements. Geographic salary ranges are determined in accordance with the company's compensation practices and represent a good-faith estimate of the compensation for this position at the time of posting.
