The Role
We are seeking an experienced Public Transport Manager to oversee public transportation operations, service performance, network coordination, passenger experience, fleet and infrastructure interfaces, operator management, safety, compliance, service planning, disruption management, and continuous improvement.
The successful candidate will provide strategic and operational leadership to ensure public transport services are safe, reliable, accessible, commercially sustainable, and aligned with passenger and community needs.
Key ResponsibilitiesPublic Transport Strategy
- Develop and implement public transport strategies aligned with organizational and government objectives.
- Establish service standards, operating policies, and performance frameworks.
- Develop short-, medium-, and long-term transport improvement plans.
- Identify opportunities to increase ridership, service reliability, network efficiency, and customer satisfaction.
- Support integrated and sustainable mobility initiatives.
Network Operations
- Oversee day-to-day public transport network performance.
- Coordinate bus, rail, metro, tram, marine, feeder, and other applicable services.
- Monitor service levels and operational disruptions.
- Resolve network-wide operational issues.
- Maintain service continuity during normal and abnormal conditions.
Service Planning
- Develop and optimize routes, schedules, frequencies, service coverage, and operating patterns.
- Analyze passenger demand and travel patterns.
- Adjust services based on peak, off-peak, seasonal, and special-event requirements.
- Balance service quality, capacity, and operating costs.
Network Planning
- Evaluate network performance and identify service gaps.
- Develop network expansion and optimization proposals.
- Assess interchange requirements.
- Improve connectivity between transport modes.
- Support long-term mobility planning.
Demand Management
- Analyze passenger demand and utilization patterns.
- Forecast future demand.
- Identify capacity constraints.
- Develop demand-management strategies.
- Coordinate additional capacity during peak periods.
Timetable Management
- Develop and maintain public transport schedules.
- Coordinate timetable changes across modes and operators.
- Minimize conflicts and connection failures.
- Optimize service frequency and reliability.
- Monitor timetable adherence.
Service Reliability
- Establish reliability targets.
- Monitor delays, cancellations, missed trips, service gaps, and operational disruptions.

- Coordinate public transport fleet requirements with Fleet and Maintenance teams.

Fleet Performance
- Monitor vehicle availability, reliability, utilization, fuel or energy consumption, and maintenance performance.
- Identify recurring fleet-related service disruptions.
- Coordinate corrective actions.
- Support lifecycle planning.
Electric & Sustainable Fleet
- Support transition toward electric, hybrid, hydrogen, or other lower-emission transport fleets where applicable.
- Assess operational requirements.
- Coordinate charging or fueling infrastructure.
- Monitor fleet performance.
- Support decarbonization objectives.
Depot Operations
- Coordinate operational requirements for bus depots, rail depots, maintenance facilities, and other transport facilities.
- Monitor fleet dispatch readiness.
- Identify capacity constraints.
- Support depot expansion and optimization.
Driver & Operator Management
- Establish operational performance expectations for drivers and transport operators.
- Monitor staffing, attendance, training, competency, and operational compliance.
- Address recurring performance issues.
- Support workforce planning.
Public Transport Projects
- Lead or support projects involving new routes, stations, depots, fleet, technologies, service models, and network expansions.
- Develop project plans, budgets, schedules, and risk registers.
- Coordinate implementation.
- Monitor benefits.
New Service Readiness
- Conduct readiness assessments before launching new routes, modes, stations, fleets, systems, or operators.
- Verify staffing, training, vehicles, infrastructure, technology, communications, safety, and contingency arrangements.
- Resolve readiness gaps.
Change Management
- Assess operational impacts of service, network, technology, infrastructure, organizational, and contractual changes.
- Develop implementation plans.
- Communicate changes.
- Monitor post-change performance.
Innovation
- Evaluate emerging public transport technologies and service models.
- Explore autonomous vehicles, smart ticketing, AI-assisted operations, mobility platforms, demand-responsive services, and other innovations where appropriate.
- Conduct controlled pilots.
- Measure outcomes.
Continuous Improvement
- Lead public transport improvement programs.
- Improve service reliability and efficiency.
- Reduce passenger waiting and journey times.
- Increase customer satisfaction.
- Optimize network resources.

Executive Reporting
- Provide senior leadership with regular public transport performance reports.
- Report ridership, service reliability, safety, customer satisfaction, financial performance, network risks, operator performance, and strategic initiatives.
- Provide clear recommendations and escalation points.
Team Leadership
- Lead Public Transport Managers, Operations Managers, Service Planners, Performance Managers, Customer-Service teams, or related personnel where applicable.
- Establish objectives and KPIs.
- Coach and develop employees.
- Promote operational accountability.

Ideal Candidate
The successful candidate should have experience in Public Transport, Transit Operations, Transportation Management, Bus Operations, Rail Operations, Metro, Mobility Services, or related disciplines.
The candidate should demonstrate:
- Proven experience managing public transport operations or multimodal transportation services.
- Strong understanding of public transport network planning, service delivery, and operational performance.
- Experience managing bus, rail, metro, tram, marine, or multimodal services.
- Strong knowledge of scheduling, route planning, demand forecasting, capacity management, and service optimization.
- Experience managing transport operators, contractors, and service providers.
- Strong customer-experience and passenger-service capabilities.
- Experience managing operational disruptions and service-recovery activities.
- Strong understanding of transport safety, security, accessibility, and regulatory requirements.
- Experience with public transport KPIs, SLAs, performance management, and data analytics.
- Experience working with transport authorities, government agencies, operators, and infrastructure stakeholders.
- Experience supporting fleet electrification, sustainability, or low-carbon transport initiatives is advantageous.
- Knowledge of UAE transport regulations and operating environments is highly advantageous.
- Experience with intelligent transport systems, digital ticketing, real-time passenger information, or mobility platforms is advantageous.
- Experience supporting new public transport routes, stations, fleet programs, network expansions, or major transformation projects is highly advantageous.
- Strong financial, commercial, procurement, and contract-management awareness.
- Relevant degree in Transportation Management, Transport Planning, Civil Engineering, Urban Planning, Business, Operations, Public Administration, or a related field is highly advantageous.
- Recognized transport, operations, project-management, or mobility-related certifications are advantageous.
- Strong written and verbal English communication skills; Arabic is advantageous for UAE/GCC environments.
- Excellent leadership, planning, analytical, decision-making, communication, negotiation, and stakeholder-management skills.
- Ability to manage complex networks, multiple operators, competing priorities, and high-volume passenger environments.
- Ability to make effective decisions during service disruptions and operational emergencies.
